• <br />CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />PROPERTY -- Shetterley Park <br />1000 block Riverside Drive, South Bend, IN <br />OWNER -- Park Department <br />City of South Bend <br />DESIGNATION -- Riverside Drive LHD <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />The city of South Bend purchased the land which became Shetterley Park from <br />two families, the Millers and the Shetterleys in 1911 for the sum total of <br />twenty dollars. Development of the park began in 1913 and was completed in <br />1917. Two rogue (form of croquet) courts occupied the southern part of the <br />park from 1917 until 1923. There was a drinking fountain in close proximity <br />to those recreational areas. <br />PROPOSED CHANGE <br />The Park Department intends to install a drinking fountain in Shetterley Park. <br />The precise location is in the 1000 block of Riverside Drive across the street <br />from the residence at 1035 Riverside Drive. The fountain's dimensions are as <br />follows; 3' high, 10" deep and 8" wide. The design is produced in house by the <br />department and the construction is done in house as well. This project is also <br />• undertaken in conjunction with neighborhood advocacy. <br />STANDARDS <br />The standards for the Riverside Drive LHD do not specifically mention fountains <br />of any kind. However they do make reference to site amenities such as streetlights, <br />fences, signs and benches; regarding these the standards state: "New ... shall be <br />compatible with the character of the neighborhood in size, scale, material and <br />color." page 16 I.A.I. <br />RECOMMENDATION <br />The HPC staff supports the proposal to place a drinking fountain in Shetterley <br />Park. However it is the opinion of the staff that the city's choice of this <br />particular fountain is inappropriate.While cognizant of complicating factors <br />ie. availability and cost etc.; HPC staff believes that the residents of the <br />Riverside Drive LHD who have aggressively and responsively pursued the installation <br />of historic streetlights and park benches are justified in their desire for an <br />appropriate drinking fountain. <br />Chip Frederick <br />• HPC staff <br />8-9-93 <br />
