D. Committee Report <br />1. C of A (staff approvals) <br />No comment. <br />2. Budget and Finance <br />a. County Budget <br />Mr. Holycross stated again that the HPC would receive <br />the same amount of funding in 1993 as in 1992.° <br />b. Grant Printing Bids <br />Mr. Holycross summarized the process of soliciting bids <br />for HPC grant project printing costs for the South Bend <br />Summary Report. He asked for approval for the lowest bid, <br />submitted by Keener Printing and Lithography, of $12,362.00. <br />Mrs. Choitz moved to approve the bid for printing costs <br />associated with the South Bend Summary Report as submitted by <br />Keener Printing and LithoRraphv Company. Mr. Herendeen <br />seconded the motion. <br />Mrs. Sporleder inquired as to the final size of the book and <br />whether there were discrepancies in the types of paper being <br />proposed. Mr. Holycross described the project as outlined in <br />the staff report. The bids all specified the same type of <br />paper. <br />Mrs. Sporleder asked if the HPC intended to sell the reports. <br />Mr. Holycross replied that the grant agreement did not allow <br />for sale of the books; 250 copies would be produced, half to <br />go to the state historic preservation office and half to the <br />HPC. The books would then be dispersed to educational <br />institutions, libraries and public agencies as a reference <br />and planning tool. <br />Mrs. Sporleder asked how the printing costs would be <br />financed. Mr. Holycross replied that the costs were paid <br />under the grant agreement by the county initially and would <br />be reimbursed to the county. In this case all project costs, <br />including printing, personnel and supplies would be <br />reimbursed at a ratio of 50/50. Staff Director's time was <br />also being claimed; in effect the county was being reimbursed <br />for a quarter of the Director salary under this grant. <br />Mr. Eide asked the amount that had been budgeted under the <br />grant -for printing costs.- Mr.-Holycross replied that- 14,000 <br />had been budgeted; this bid fell well within that amount and <br />would save the total cost of the project, money that would <br />neither have to be spent nor claimed. <br />Motion approved unanimously. <br />3. Legal <br />Mr. Holycross distributed copies of a Legal Complaint <br />prepared by HPC Counsel concerning the ongoing noncompliance <br />0 <br />
