B. Local Historic Landmark <br />1. 514 East Indiana Avenue -- Second Reading <br />Mr. Holycross submitted a staff report and briefly reiterated <br />his recommendations for the proposal: the Samuel Studebaker <br />House_was_judged-to_be-architectural-1-yand-hisforica-1-1-3" <br />significant on the Survey; it was designed by notable South <br />Bend architect Walter W. Schneider and remains as a good <br />example of a transitional, turn -of -the -century style of <br />architecture. <br />He further stated that the structure fulfills the criteria <br />necessary for designation and that the HPC had the support <br />and permission of the property owner but the structure did <br />not presently meet HPC Minimum Maintenance Standards -- in <br />effect the owner would be in violation of those standards. He <br />recommended that the HPC provisionally recommend for <br />designation with the stipulation hat formal recommendation to <br />the Common Council would be granted if the owner adequately <br />addresses the maintenance problems listed in the staff <br />report. The owner has stated that she can not afford to <br />restore the structure and was concerned that designation <br />would not cost her additional expense. The Studebaker <br />Automobile Club has shown some interest in the structure, <br />perhaps the HPC could request that organization to help the <br />owner finance rehab costs. <br />Mr. Herendeen stated that he was concerned about recommending <br />designation of a structure with.maintenance problems. <br />Mr. Eide asked if the HPC accepted the condition of a <br />structure as it was when so designated. Ms. DeRose explained <br />that the HPC did not necessarily accept deteriorated portions <br />of designated structures; the maintenance problems would <br />still need to be addressed. <br />Mr. Eide asked whether the owner was aware of the Maintenance <br />requirements. Mr. Holycross answered that she had told him of <br />her monetary problem and stated that she could not take on <br />additional expense due to historic designation. <br />Mrs. Sporleder asked for a description of the neighborhood. <br />Mr. Holycross provide her with a description. <br />Mrs. Sporleder asked who was responsible for the designation <br />move and the intended goals of this the designation proposal. <br />Mr. Holycross stated that he believed Mr. Oxian had suggested <br />the designation in order to protect a historically <br />significant structure; the owner had given Mr. Oxian her <br />approval. <br />Mr. Welsheimer moved to table the matter until the October, <br />1992 HPC meeting. Mr. Herendeen seconded the motion. <br />Further discussion ensued as to the possible reasons for the <br />4 <br />
