into a Bed & Breakfast. The owners were applying
for a COA to make the following three changes:
a. Provide required parking spaces for the bed &
breakfast patrons as per submitted plan. Parking
proposal to involve removal of one damaged.maple
tree (to be replaced) and the relocation of three
bushes._ Paving -of the area required.
b. Place a sign, similar in size and design to the
Queen Anne Inn's, in front of the house near the
front steps.
c. Install air conditioning unit near the rear
southeast -corner of the main building -
The staff recommended approval of part (a) of the
proposal, which allowed the owners to meet City
Code parking requirements. No further expansion of
the parking area, however, should be permitted.
Should additional need for parking arise (and the
owner had indicated that it might), the staff
recommended that the owner .find alternate means to
accomodate the increase.
Mr. Eide here asked Mr. Pastor to define "alternate
means." Mr. Holycross said arrangements might be
made with neighboring businesses to share parking
- space, possibly on the street. Such arrangements,
- - - --he said, were increasingly being made in cities
around the country.
Mr..Oxian asked whether the parking spaces would be
perpendicular to the curb. Mr. Holycross said
that, in previous plans, the spaces were slanted;
in the present plans, they were perpendicular. Mr.
Oxian then asked whether the parking space beside
the carriage house had been eliminated. Mr. Pastor
said they had not.
- =- Ms. Lisa-MaGuire, leasee and proprietor of the
- proposed bed & breakfast, said that, due to
maneuverability problems, she and a surveyor had
changed the parking plans. Instead of angled
spaces facing Tippecanoe place, they had settled on
-- - perpendicular spaces facing the garage. The
original drawing did not show a 5' area beneath the
garage overhang which allowed additional parking
space.
The old plans, she said, were drawn up by a
previous bidder for the property. The new plans
provided much greater maneuverability, and followed
the lines of the driveway more gracefully. Area
3
