1992 HPC STAFF PROJECT GOALS <br />The primary project goal for the first half of 1992 is to bring <br />the South Bend Sites and Structures Survey to a successful <br />conclusion. With the conclusion of the survey --and the successful <br />receipt of federal grant monies for 1992 -1993 --we will spend the <br />second half of 1992 on the initial phase of compiling the South <br />Bend Sites and Structures Summary Report. <br />Other project goals include: <br />1. HPC REGULATION MANUAL - Compiling an updated compilation of <br />HPC rules, regulations, guidelines, procedures and bylaws, a long <br />overdue project suggested to the staff by our legal counsel. This <br />project will also include updating informational handouts <br />provided to homeowners and others. <br />2. HPC DATA BASE - Continuing the update of HPC computer data <br />base to make its utilization more efficient. The Survey Records <br />Management project has provided the initial impetus for <br />organizing records in this way, however, the staff will be <br />spending additional time in the coming year further organizing <br />the data base to allow efficient access to survey records, <br />district and landmark data and COA histories. <br />3. ARCHIVAL REORGANIZATION - Negatives and photographs, both from <br />the survey and other sources, are in dire need of archival <br />protection. Under the direction of the County Archivist, Jackson <br />Armstrong -Ingram, the staff will reorganize all materials in an <br />up-to-date archival manner. This project can be accomplished with <br />minimal time and money and will insure that these valuable <br />materials are stored as safely as possible. <br />4. WEST WASHINGTON NATIONAL REGISTER DISTRICT EXTENSION <br />This nomination has been temporarily placed on hold due to the <br />lack of adequate staff time. In 1992 we will commence research <br />and reorganization of this nomination and plan to have the <br />application pass technical review and begin to be evaluated by <br />the state for substantive review by early summer. <br />5. PIONEER CEMETERY LANDMARKS - <br />The staff will continue research and analysis of the county's <br />historic pioneer cemeteries in order to continue proposing their <br />protection by landmark ordinance to the city and county. Those <br />targeted will consist of the most endangered by the encroachment <br />of development. <br />The staff will also be quite busy this year attending to historic <br />district issues and developments from 1991. The Lincolnway East <br />LHD controversy and the two potential new historic districts on <br />the northwest and south sides --in addition to ongoing HPC staff <br />responsibilities --insure that 1992 will be a busy, if not hectic, <br />year of preservation in South Bend and St. Joseph County. <br />
