• <br />at meetings to work on the standards. He inquired whether the <br />public hearing should be continued until February to give more <br />of the residents a chance to attend but the consensus was that <br />the public hearing would be completed on January 21, 1985 as <br />advertised. Mrs. Mary Goerke expressed her concern about <br />expired building permits for additions that stood uncompleted <br />for several years. She was advised to contact the Code <br />Enforcement Department as the Commission does not yet have <br />jurisdiction in the neighborhood. Mr. Wayne Nelson spoke <br />regarding the standards for Windows and Doors which he felt <br />were too restrictive. The consensus was to leave them as <br />written. Mr. Newburn made a motion to accept the standards as <br />written; Mr. Hayes seconded; motion passed. <br />2) Lincolnway East - Upgrade Ratings <br />Ms. Straw distributed a list of buildings in the Lincolnway <br />East Historic District which were to be rerated as a result of <br />an update to the survey in that area for publication of the <br />standards (see Appendix D). The recommendations were based on <br />a meeting between the staff and Mrs. Sporleder. Mr. Hayes <br />made a motion to rerate the buildings as recommended and to <br />vote on them as a unit; Mr. Newburn seconded; motion passed. <br />3) 513 River <br />Ms. Kiemnec reported that she had received and confirmed a <br />report that the owners of 513 River Avenue in Edgewater Place <br />Historic District had installed glass block windows in the <br />foundation which was against the standards. She reported the <br />incident to Mrs. Kathy Barnard of Code Enforcement who <br />responded with a letter indicating that the matter is now <br />being reviewed by the City Attorney's Office (see Appendix E). <br />c. Historic Landmarks <br />1) 601 Lincolnway East <br />Ms. Kiemnec read a letter from Mrs. Barnard to Mr. Phil <br />Panzica which was a response to his inquiry about new <br />construction on the property at 601 Lincolnway East (see <br />Appendix F).
