issue a building permit, demolition <br />permit, sign permit or moving permit <br />if required; or <br />b. Deny the application, stating in writing <br />the reason(s) for such denial. Upon such <br />denial, the applicant may appeal said de- <br />nial to the Common Council which shall <br />make a final determination of the appli- <br />cation. Failure of the Historic Preser- <br />vation Commission to take such action <br />within forty -five (45) days shall con- <br />stitute approval of the application. <br />In making such determination, the His - <br />Historic Preservation Commission shall <br />consider the following: <br />1. Appropriateness of the proposed con- <br />struction, reconstruction, altera- <br />tion, demolition or moving to the <br />preservation of the historic land- <br />mark, specifically, and/or-the His- <br />toric Preservation District, gener- <br />ally; <br />2. The detriment of the public welfare <br />if the proposed construction, recon- <br />struction, alteration, demolition <br />or moving is permitted even though <br />it is not deemed appropriate; and <br />3. The potential hardship that the denial <br />of a certificate of appropriateness <br />would cause the applicant. <br />6. Reserved. <br />7.
