April 25, 1978 <br />Page 5 <br />Finally, he read the letter from McGillem & Associates to Mr. Richard- <br />son: Dear Mr. Richardson: Recently, we recieved a copy of a letter to <br />the St. Joseph County Commissioners from the Historic Preservation Commi- <br />ssion of South Bend and St. Joseph County, concerning the County Comm.is- <br />sioners turning over to the Historic Preservation Commission the houses <br />which are situated within the right of way limits of the above referenced <br />project ((Project m -S-090(1) Olive -Sample Grade Separation.) The proposal <br />suggested by the Historic Preservation Committee has been verbally and <br />separately discussed with the Indiana Highway Commission and the Federal <br />Highway Administration. Both of those agencies are of the opinion that <br />there should be held a public auction of the homes on the project. This <br />procedure would afford the Historic Preservation Commission the opportun- <br />ity of purchasing the homes and disposing of them as they see fit. Under <br />State and Federal procedures, if an historical society documents a house <br />is historically significant and they wish to move the home and preserve <br />and maintain the home for the use and benefit of the public, arrangements <br />can then be made to transfer the ownership of the hoar e to the requesting <br />historical group; providing that the historical society certifies that no <br />individual will profit from the transaction. Since this will not be the <br />case, as proposed by the Commission, the State and Federal feels disposal <br />should first come through the public auction of the homes, making them, <br />directly available to any one who can afford to move them. Cline, Director, Land Acquisition <br />Services." <br />Asked by President Wasielewski if he had had any contact at all with <br />Burroughs, Mr, Oxian replied no he hadn'd done anything because he wanted <br />to see what the letter (Garwood Judah's letter) would say and they said <br />"other buildings will not pass to authority (Airport Authority) for a <br />period of eight years," so Me. Oxian figured there was no use doing anything. <br />President Wasielewski announced that Tippecanoe_ Place received com- <br />mercial zoning last night - April 24, 1978. He also received a letter, <br />dated March 23, 1978, from Jack Smith, President of Southhold Restorations, <br />inc., withdrawing request for landmark status. Mr. Wasielewski also said <br />he thought the Commission could certainly entertain the request from them, <br />(Southhold Restorations, Inc.) for a landmark status at this point if they <br />so desire. <br />There was discussion on natural resources such as trees and hedgerows. <br />Ms. Price said she thought we ought to look into it (identifying natural <br />resources) more simply because of the way the Federal Program is being <br />reorganized and developing a register of natural sites, and is that really <br />under the jurisdiction of the Commission. Mr. Wasielewski thought that it <br />was, and according to our ordinance it is at this point, now whether or <br />not that should be changed or ignored, he thought it was a policy decision. <br />Mr. Gaylen Allsop said his first notion was that the Commission couldn't <br />protect natural resources. Ms. Price felt that the Commission should in- <br />quire how active the Nature Conservency was in this area. <br />Mr. John Stamper was requested to do a survey card and photography <br />on the Art Center Building, the old YWCA, North Lafayette. <br />5. Legal <br />Mr. Nimtz announced that Ellen Kettler, the regional counsel (for <br />the National Trust Midwest Office - Chicago) was here and spent a day with <br />us. Ms. Price requested Mr. Allsop get in orderly form what he's going <br />to do for us, what he's going to submit opinion on, and what it's going <br />
