You have <br />listed three phases of work and have requested that we submit cost fig- <br />: gures for each phase. Please note that we have modified the description <br />of work in each of the phases to what we think would be a more satisfac- <br />tory project outline. 1. Complete windshield survey of all land with- <br />in the city limits of South Bend identifying all superior structures <br />and locating these structures on a city-wide map as available from the <br />Area Plan Commission: $11,000. 2. Complete a local detailed inventory <br />card of the superior structures within the 1875 City limits: $2,500. <br />3. Complete a local detailed inventory card of the superior structures <br />within the present City boundaries: $3,000. We look forward to con- <br />tinuing this work in the anticipation of enabling South Bend to prepare <br />a comprehensive plan for the preservation of historic structures. <br />Signed: Brian Crumlish" <br />In response to the Crumlish/Sporleder letter, Mr. Oxian stated that <br />there wasn't $11,000 worth of superior homes out of the areas that we <br />have in South Bend. He also stated that the committee was changing the <br />format which was adopted last year. <br />Ms. Price then recommended to Mr. Wasielewski that the subject of <br />the survey and the consultants contract be tabled until the committee <br />had a chance to study it and make a recommendation. <br />Ms. Peck reported that the City Survey cards were sent out and <br />xeroxed twice, and the county survey cards would hopefully be sent out <br />this month. All would be filed when the office had time. <br />2. Budget and Finance <br />• Mr. Oxian had no budget and finance report, except he had something <br />to do for Dick (Dombrowski) - City Council. <br />Ms. Price requested that we (the Commission) sit down and review <br />the total budget and grant activity that we are anticipating. She <br />asked for permission to talk with the Committee, whether Legal or Bud- <br />get and Finance, to see where we are concerning some budget line items. <br />Mr. Oxian gave an explanation of our 1978 County Budget. <br />Mr. Wasielewski stated he would like it arranged so that when this <br />grant (the Consultant Service Grant from the National Trust for Histor- <br />ic Prese7rvation, Washington, D.C.) comes in here, he doesn't want it <br />to go to the County Treasurer. He would like the monies set up like <br />the Education Grant from the National Trust where we could draw against <br />it. President Wasielewski said that we need to have the $12,000 grant <br />from the state set aside so we can pay the consultant for the fees for <br />the survey. He asked Mr. Oxian and Nor. Nimtz to get together and work <br />this out for the $12,000. <br />President Wasielewski, upon Mrs. Price's inquiry, stated that we <br />had entered into agreement, as to what our legal counsel's (Mr. Gaylen <br />Allsop) services would be and stated we need to resurrect what we said <br />we do on that concerning payment for services. <br />3. Historic Districts and Standards <br />Ms. Charlotte Whittaker, 229 W. North Shore Drive, South Bend, <br />introduced Mrs. Flo Yeandel:, 325 W. North Shore Drive, South Bend. <br />Ip Both are members of the neighborhood planning committee for the pro- <br />posed district for West North Shore Drive, and they gave a. report on <br />the progress their cowmittee was making. <br />Ms. Price gave a progress report on the West Washington Street <br />
