CITY OF SOUTH BEND OFFICE OF THE CLERK <br /> Mayor Buttigieg replied, So, to get to Councilmember Broden's question, I do envision that part <br /> of the funds would go toward a defined grant process and that does get to some of what Mr. Cantu <br /> is talking about in terms of how community initiatives could have a place to apply. I wouldn't put <br /> all of it in the same pot. So for example, if the Administration decides to embark on a major <br /> initiative with a group like Peacemakers,that's not necessarily part of the same, you know, call for <br /> applications that would lead to a neighborhood oriented thing,but it does, as you correctly intuited <br /> that's how we envision part of those funds being spent. <br /> He continued,To Dr. Davis's question,a good example would be the difference between a function <br /> of following up on a Mayor's Night Out event, which is a typical function of the community <br /> outreach position and a function like helping the office run the numbers on what a different PSAP <br /> funding mechanism would look like or helping to advise during processes related to the future and <br /> the inter-local agreements with the joint units with the County Prosecutor or ensuring that we've <br /> been responsive to some of the community input relative to policy changes in the Board of Public <br /> Safety. So they certainly both involve community touch, but the specific function would be quite <br /> different. <br /> Councilmember Dr. Davis followed up, Okay. And you don't feel the Chief of Staff with the <br /> increase would have to do some of that more. Could that not be covered under the Chief of Staffs <br /> kind of work? Or do you envision that to be shifting some of the responsibility to the Chief of Staff <br /> like PSAP and other things? Does the PSAP still have to have a Mayor? Or in that role, is that <br /> something y'all created? <br /> Mayor Buttigieg replied, I'm glad you asked. One(1)thing that I think might be worth considering <br /> is a future board structure that doesn't require the two(2)mayors and a commissioner sitting in the <br /> room every time there is a discussion. But, that requires a new inter-local and this is one (1)more <br /> example of a certain person who might fill that seat. In the event that the inter-local created a little <br /> more room to designate a proxy or an Administration representative versus having elected officials <br /> together. <br /> Councilmember Dr. Davis followed up, Because it does seem to me like either a Chief of Staff or <br /> somebody within the Administration or yourself would do it like we do on other boards. <br /> Mayor Buttigieg replied, I think we've learned that would make a lot more sense, so we're on the <br /> same page with you with that. Our mission is to make certain that our City government is <br /> always responsible to the needs of the residents and the betterment of South Bend is always the <br /> highest priority. And you all fine people have done a great job for this for the past four (4) years. <br /> I do want to recognize Kareemah Fowler and Dawn Jones and their staff for all the hard work <br /> they've done in support of this Common Council. We couldn't be where we're at without them. So <br /> thank you so much.
