Bill No.34-12 <br /> This bill requests a rezoning from multi-family to single family for a burnt-out house at <br /> 709-711 Lincolnway East. The petitioner Eric Ford is the owner and intends to <br /> rehabilitate and live in the home. Catherine Hostetler,Director of Historic Preservation, <br /> indicated the house was in the Edgewater Place Historic District. She endorsed the <br /> request. <br /> Gavin Ferlic again motioned for a favorable recommendation with Dr. David Varner <br /> seconding and all supporting. <br /> Bill No. 12-65 <br /> This bill requests a special exception for an accessory parking lot for the Army-Navy <br /> Garrison#146. Mark Lyons from the building department reported that the BZA offered <br /> a favorable recommendation pending the petitioner's agreeing to limit parking to the <br /> southern 35 feet of the property. Their being no remonstrators and upon agreement of the <br /> petitioners to comply Gavin Ferlic motioned a favorable recommendation subject to all <br /> compliances. Councilmember Dr. David Varner seconded and all agreed. <br /> Bill No. 12-66 <br /> This bill requests approval by the Council of the Howard Park Neighborhood Master <br /> Plan. Jitin Cain from the Economic Development Department had presented this request <br /> at the last meeting where the Council requested continuance to allow time to address two <br /> open issues. The first was a Council question about the economic diversity of the <br /> proposed housing component. Jitin said lot size would be the primary determinant of <br /> housing cost or affordability. The second issue was the Council's request that there be <br /> little if any traffic"calming." Jitin said the arterials would remain free flowing while <br /> interior street design would take safety into consideration. During Council questioning <br /> Valerie Schey asked if Transpo,which still owns their vacated site was ready to submit <br /> and RFP. Jitin said they should be ready by the end of October. Varner expressed a <br /> desire that any developer be responsible for infrastructure costs. Derek Dieter echoed <br /> Varner's comments. Henry Davis noting that Transpo not the City owned the site <br /> wondered why the City was involved at all. <br /> Ultimately the fact that Transpo can do as they please and the Master Plan is but a vision <br /> or guideline the Council agreed to give no recommendation on a motion by Varner <br /> seconded by Gavin Ferlic. <br /> There being no further business to come before the committee at this time, Chairperson <br /> Oliver Davit' ..u,ed the meeting at 4:23 p.m. <br /> N Il Su ed, <br /> er J0 is, i •erson <br /> Zoning and Annexation Committee <br />
