RUSZKOWSKI, CHIEF OF POLICE <br />Board of Public Works January 31, 2020 <br />City of South Bend, Indiana <br />Honorable Board Members, <br />The South Bend Police Department is requesting Board approval for purchase of a TruNarc Unlimited <br />narcotics analyzer. The device enables officers to scan just under 500 controlled substances in a single <br />definitive test. The device will allow for testing of narcotics officers may encounter in the field while <br />conducting investigations or searches or during the apprehension of or arrest of a suspect. It will allow <br />for testing of the suspected narcotic without the officer having to come in direct contact with the <br />potentially dangerous substance. <br />Using a TruNarc analyzer will allow for quicker identification of suspected narcotics and save time an <br />officer will spend in the field manually testing separate substances. It will also reduce backlogs in the <br />crime lab and will reduce the cost of purchasing singular drug kits. This purchase qualifies as a sole <br />source purchase as allowed under I.C. § 5-22-10-8(1) as noted in the letter provided along with the other <br />supporting documents.
