REGULAR MEETING December 9, 2019 <br />employment, housing, education and public accommodations. Gavin also supported the creation <br />of the Riverfront Development District. He was also the lead sponsor of a bill which expanded the <br />ban on smoking in bars, taverns, casinos, private clubs and tobacco shops. More recently, Gavin <br />was primarily responsible for an ordinance that promotes safety on the roads by banning drivers <br />from using their cell phones within city limits; and, Whereas, while on the Common Council, <br />Gavin served as Chairperson for the Committee of the Whole as well as the Chairperson of the <br />Community Investment Committee. Gavin also served as Vice -Chairperson for both the <br />Information & Technology and Personnel & Finance Committees; and, Whereas, Gavin has <br />worked tirelessly to serve our community in many capacities and to establish South Bend as a safe <br />and flourishing city for all its residents. <br />Councilmember Tim Scott continued, Now, therefore, be it Proclaimed by the Common Council <br />Members as follows: Section One (I). On behalf of the citizens of the City of South Bend, Indiana, <br />and the Members of the South Bend Common Council, we are pleased to publicly recognize and <br />honor Gavin Ferlic for his dedication and work on behalf of the residents of South Bend. Section <br />Two II . We look forward to your continued leadership in the City in whatever position you <br />choose in the next phase of your community involvement. Signed this 9`h day of December in the <br />year 2019 in the City of South Bend, the County of St. Joseph, in the State of Indiana. Approved <br />this 9`h day December 2019. <br />Council President Tim Scott stated, I will say, 1 think in general for this, Gavin led with a quiet <br />deminer and was very concise on his words. <br />Councilmember Dr. Oliver Davis made a motion to adopt Bill No. 19-87. The motion was seconded <br />by Councilmember Karen White and carried with a voice vote of seven (7) ayes. <br />Councilmember Jo M. Broden stated, I meant to bring this up in old business, but we will just <br />consider it as new business. I would like to take just a couple minutes to enjoin prayers and <br />thoughts of this Council and our community for Commissioner Andy Kostielney for successful <br />healing and a speedy and a full recovery, and for blessings of strength and support by his family <br />and friends as they accompany him in this challenge before them all. <br />PRIVILEGE OF THE FLOOR <br />Brandy McGee, 2631 Prairie Avenue, South Bend, IN, spoke about ongoing issues with mold that <br />she has encountered at her place of residence which is at the Prairie Apartments in South Bend, <br />IN. She was seeking assistance from the Council. <br />Jason Banicki, 3822 Ford Street, South Bend, IN, spoke about his opposition to the number of <br />Dollar Stores that are in South Bend, issues that he has with Grey Steel which is located in South <br />Bend, IN. Mr. Banicki also spoke about the Council meeting minutes being behind for online <br />viewing. <br />Sharon Banicki, 3822 Ford Street, South Bend, IN stated, I just wanted to wish everyone a Merry <br />Christmas and Happy New Year. Some of you I'll see after the first (1st) of the year, the rest of <br />you, I wish the best for you. I'm sure I'll see you around. Thanks. <br />Graham Sparks, 526 S. Frances Street, South Bend, IN made comments to each leaving Common <br />Council member to thank each of them for their dedication and their service to the City of South <br />Bend. <br />ADJOURNMENT <br />There being no further business to come before the Council President Tim Scott adjourned the <br />meeting at 11:50 p.m. <br />26 <br />
