6. NEW BUSINESS (Cont'd <br />Brochures were also given to the Commissioners previously <br />and discussed in the Executive Session on the additional <br />seating and bike racks on the River Bend Plaza. Commis- <br />sioner Wiggins said -the least expensive unit price of a <br />bike rack is $14.95. Mr. Louis Wilcox advised these can <br />be spotted in different areas. Commissioner Wiggins said <br />we are being contradictive, as we are providing parking <br />spaces for the bikes, but they are not permitted to ride <br />the bikes to the parking spaces. Some of the racks could <br />be placed in the parking garages. <br />The seating brochures shown also have some planter capa- <br />bilities. These have not been shown to Exterior Design <br />as yet. <br />Mr. Louis Wilcox also recommended the use of a public <br />address system on the Plaza. This will be more important <br />as we develop the rest of the Plaza. Music could be <br />played throughout the Plaza. Mr. Soltesz said the sound <br />system is a very pertinent factor for the whole security <br />of the Plaza and the expenditures for security would be <br />minimized to have it in use. It would eliminate a lot <br />of confusion, used as an advertising media, could auto- <br />matically be utilized with the Civic Center. Mr. Kagel <br />emphasized that in an emergency situation we would have <br />this communication with the public, aside from being a <br />good means of communication with the people. He thought <br />this had been indoctrinated in the original planning <br />and is surprised this has not been done. <br />Commissioner Wiggins said this would not only involve <br />costs, but that an integrated sound system would necessi- <br />tate the installing of speakers and equipment, and that <br />we would need expert advice on the size, shape and place- <br />ment. If this were not well designed and placed, it would <br />not serve its purpose, and the people who did the design <br />originally are the best qualified to give the best design <br />and advice. The control mechanism also ties into this. <br />We need a place to put it and have security, or the <br />people will play with it. <br />Mr. Louis Wilcox said he would also like to discuss tennis <br />courts, roller skating rink, ice rink, etc., with the <br />design people. Commissioner Chenney said, "You are all <br />out for spending money. I can see that." Mr. Louis Wilcox <br />said that when this is properly planned, we can draw sub- <br />stantial number of people for use of the Plaza. The Advisory <br />group will continue to present their ideas. This does not <br />necessarily mean that the Commission will implement them, <br />but that he wanted to make the Commissioners aware of the <br />ideas. <br />Motion was made by Mr. Wiggins, seconded by Mr. Chenney and <br />unanimously carried, to authorize an addendum to the joint <br />venture contract with Clyde E. Williams and Associates and <br />- 10 - <br />
