r <br />S'14aae> <br />R 10 1 <br />Community /Campus Advisory Coalition (CCAC) <br />:! <br />4. <br />The August 15, 2012 meeting of the Community /Campus Advisory Coalition was held at <br />the Indiana University School of Medicine in Harper Hall's Multipurpose Room. The <br />meeting was called to order at 3:35 p.m. by South Bend Common Council Member at <br />Large Member Gavin Ferlic. <br />Mr. Ferlic asked that everyone introduce themselves and to please sign in. Attendees <br />included: Former Council Member Ann Puzzello, University of Notre Dame <br />Representatives Tim Sexton, Student Body President Brett Rocheleau, Legends <br />Representatives Liz Goshert and Maureen Doyle and Campus Housing Manager Jeff <br />Slattery, Holy Cross College Representative Dan Cochran, Indiana University <br />Representative Jeff Jones, Indiana University Medical School Representative Gail <br />Mancini, Robinson Center Adult Program Coordinator Marguerite Taylor, Mark Kramer <br />of Kramer Properties, South Bend Police Uniform Division Chief Jeff Walters, St. <br />Joseph County Police Sheriff Michael Grzegorek, Attorney Richard Nussbaum, City of <br />South Bend Employees, Assistant City Attorney Ann -Carol Nash, City Code <br />Enforcement Director Cathy Toppel, and Paralegal Pamela Paluszewski, ADT <br />Representative Linda Sokol and South Bend Tribune Reporter Margaret Fosmoe. <br />Gavin Ferlic gave an update on housing in the areas particularly as it pertains to <br />students, and it is related to "grandfathered" or nonconforming use of properties zoned <br />for single family use. He stated that there is a non - conforming issue if a student <br />property is zoned for single family use. He stated that a property is no longer legally <br />non - conforming if the property is used for student housing, and then a single family is <br />placed in the property. It cannot revert back to student housing under the grandfathering <br />rules. Once it is approved for student housing it must remain that way, or that non- <br />conforming use will be lost. If a property is empty, but the owner is still marketing the <br />property as student housing it does not lose that status. <br />Tim Sexton added that when someone notices the use has changed, they need to <br />report it immediately to document it. Cathy Toppel added that the property should be <br />reported to the Building Department so that they can determine if the use is correct or <br />not. She also stated that if there are students in a property, the property can be <br />grandfathered for such use too. <br />
