REGULAR MEETING February 25, 2019
Mr. Adolf replied, Exactly, ma'am. So, there will be a few less standards just because some of
those services won't be offered, but still, very high-level.
Councilmember Jo M. Broden stated, Ok, thank you. I appreciate the building layout because one
(1) of my questions was about occupancy. You are proposing twenty(20)?
Mr. Adolf replied,Yes, ma'am.
Councilmember Jo M. Broden followed up, And that is firm? Would you be willing to make a
commitment to that level for now and going forward?
Mr. Adolf replied, We would. Absolutely, ma'am.
Councilmember Jo M. Broden continued, And then, what are your calculations for occupancy? I
see a mix of two (2)to a bedroom, some are three(3), and I don't count twenty(20) as I'm one(1)
bed short when I'm quickly doing this but what do you base those calculations on?
Mr. Adolf replied, There are two (2) ways to do it. We could either take the entire square footage
of the entire building and divide that by one hundred and twenty(120) square feet. Or, you could
take just the bedrooms and divide that by seventy (70) square feet. So, either one (1). If you look
up in the notes, at the seventy(70) square feet calculation, just adding up the sleep area, the sleep
area alone is currently 1,753 square feet, and at that square footage, our maximum occupancy load
is twenty-five (25) people. I think one (1) thing to keep in mind here, too, ladies and gentlemen,
our patients will be coming to Choices Recovery to eat their meals, attend their classes, use our
gym, and so things like a kitchen will not be needed at this space.
Councilmember Jo M. Broden stated, Thank you for the clarification on the occupancy because
there was some concern, initially, about numbers and capacity. Related to that, you mentioned the
staff-to-client ratio, is that based on best practices in the field?
Mr. Adolf replied, Yes. That is based on our standard and what we expect for around twenty(20)
clients. Like I said, we plan on having two (2) security guards on, for every shift, seven(7) days a
week, twenty-four (24) hours a day, and that would be the minimum. So, we are looking at three
(3) and that third (3rd) person is a peer recovery coach and also a trained behavior interventionist.
All of our behavior interventionists have to work under the guidance of a Master's level counselor.
They cannot do any type of intervention without consulting with that patient's counselor, prior to.
They have to go off of their recommendation.
Councilmember Jo M. Broden then asked, Do you anticipate that the staffing could fluctuate from
one (1) facility to the other?
Mr. Adolf replied, Yeah and Choices, itself, is going to have a much higher staff load. Currently,
I have sixty-four(64) employees plus five(5) contractors. So, there are a lot more staff at Choices
currently, but again, you are provided a lot more services there. We have full kitchen staff, security
staff, transport staff, case management staff, personal trainers, nutritionists, and so there is a lot of
additional staff that goes into the actually service versus just supervising the living.
Councilmember Jo M. Broden followed up, And you had stated that within a year, you anticipate
applying for the similar regulatory accreditation?
Mr. Adolf replied,Yes,the standards to be able to apply for that accreditation includes having had
been open for at least one (1) year. That is so there is enough evidence to go through. As I said, it
is a very intense two (2) day survey. They are digging up financials, medical records, everything.
In order to compile enough data, you have to have been open for at least a year.
Councilmember Jo M. Broden then stated, Forgive me for this next question but I come from the
long-term care background. Are your surveys announced and are they scheduled dates or are they
surprises?
Mr. Adolf replied, They are announced. We schedule them, and they are announced. We can have
surprise inspections from the State and insurance companies. There are a lot of other guidelines
we must adhere to other than just our CARF-Accreditation.
7
