REGULAR MEETING February 25, 2019
those trouble houses that would be willing to come and work with us. I mean, we had a gentleman
right now, bless his heart, over there and told us publicly to tell us he has eleven (11) days to live
in terms of no housing. And so,therefore,he came to share that. So,my thing is,people are willing
to come and talk to us. They call us all the time. As a school social worker, I hear them all the
time. So, I think we would be willing to find them, from that list, and the landlords, too. That
answers your question.
Councilmember Jake Teshka replied, Yeah, but if we are throwing this out there, I think we need
to clarify.
Councilmember Oliver Davis interjected, Oh, I agree with you. I've got no problems with that.
Councilmember Regina Williams-Preston stated, I think we have to have a different approach. I
think the approach needs to include community voices at the table during those discussions
because that is where the stuff happens. I trust that our leadership from the Mayor's Office, the
Council, whatever, that working group will be able to figure out how to do that. And as this
community has agreed upon that you all will work on a tenant's rights organization, there might
be leadership out there that emerges that says, ok, this organization will send a representative. So,
I would like to include the tenant and landlord piece and then allow the working group to work it
out as to how to identify those folks.
Councilmember Oliver Davis interjected, I agree.
Councilmember Jo M. Broden stated, I want to stick to my original two (2) motions and it is not
to preclude landlord representation or tenant representation, but I would like to actually call a vote.
Councilmember Jake Teshka seconded the original two (2)motions which carried by a voice vote
of eight (8) ayes and one(1) nay(Councilmember Oliver Davis).
Councilmember Oliver Davis made a motion to add to that same paragraph that there be two (2)
tenants and two (2) landlords included in the working group appointed by the Mayor and Council
working together to jointly appoint. Councilmember Regina Williams-Preston seconded this
motion.
Councilmember Jo M. Broden asked,Are you suggesting it actually be a tenant or a representative
of a tenant? Does it need to be a tenant?
Councilmember Oliver Davis replied, It needs to be either a current tenant or someone who has
experience. A tenant rep? I don't even understand what a tenant rep is.
Councilmember Jo M. Broden clarified, If there is an organization that actually represents tenants,
as Councilmember Williams-Preston stated.
Councilmember Oliver Davis interrupted, No. I want to hear the words of somebody. I mean,
hearing the voice of the gentleman there that showed the pictures of rats.
Councilmember Jo M. Broden interjected, Enough said. Let's move on.
Councilmember Oliver Davis stated,Thank you.
Councilmember John Voorde asked Councilmember Oliver Davis to specify the appointing
bodies.
Councilmember Oliver Davis stated, I think we've already been specific on it. I mean, I can really
get specific and give you several points really quick, or, I can just let them go ahead and deal with
that. You all want me to go ahead and get specific, really?
Councilmember John Voorde replied, Not really.
Councilmember Oliver Davis replied, I didn't think so. And so, therefore, my point to you is there
are two (2) very simple things. We will let them do that. When your office called me, I said I love
it. I have that confidence that with this year, we could figure that out because this has been done.
So, with that understanding, I think you have to have two (2) landlords and two (2) tenants in this
committee and I'm at peace. Thank you, sir.
