<br /> because if you only have one(1)person,they may feel intimidated to speak up. So, I think if we're
<br /> going to add, we need to add tonight, at least two (2) people who are tenants. Who are not only
<br /> tenants from a beautiful neighborhood and beautiful home but who have come from situations that
<br /> are on the list of homes who have been targeted,who have had problems with lead and experience
<br /> with this because there are a lot of tenants and if they come from landlords doing well,that defeats
<br /> the purpose. We need to have the voices of the people at the table with us and not just present to
<br /> us. So, I think at least a minimum of two (2) people who, especially like on that first (1St) list of
<br /> people we are going to target in 2019, two (2) people need to be there from that list on a regular
<br /> basis and then I will be comfortable in supporting what you have done, Councilmember Broden.

<br /> Councilmember Regina Williams-Preston stated,As I mentioned earlier, I did like that but I would
<br /> like to have tenant and landlord representation.
<br /> Councilmember Oliver Davis interrupted, I don't mind.
<br /> Councilmember Regina Williams-Preston tried to continue, It's just so you have.
<br /> Councilmember Oliver Davis interrupted, I can live with that.
<br /> Councilmember Regina Williams-Preston stated, It is a demonstration of the partnership we have
<br /> all together.
<br /> Councilmember Oliver Davis interjected, So, two (2) of those and two (2) of those. I'm at peace.
<br /> Councilmember Jo M. Broden stated, I'm actually going to speak to that particular amendment. I
<br /> do think there will be information that is within this work group, when we are looking at these
<br /> measurements and metrics, I do think there are some confidentiality issues that really would be
<br /> significant that we really need to be careful about. I actually really thought about landlord and
<br /> tenant representation and that is why, though I don't see it as an appropriate fit for the working
<br /> group, but not precluding additional robust and frequent opportunities for public. That is why I
<br /> made the three(3)part change here because I think doing it at public hearings,to Council, and that
<br /> three (3) month, six (6) month, and thereafter in regular intervals, we get that same benefit of
<br /> thorough representation of not just one (1) tenant but all tenants that either have a plus or minus
<br /> with regard to this. So,that is why I kind of put those two(2)things together as the hearing process.
<br /> Councilmember Oliver Davis interrupted, With all due respect to that, I think that we are public
<br /> officials and I'm a therapist, I understand confidentiality, really, but my role as a public official
<br /> and my role as a therapist is a whole different ballgame. I think that the tenants and the landlords
<br /> need to be there and I believe you can find tenants if you want to say something of a private nature,
<br /> I think you find tenants that can share that because they have to be more private than we even can
<br /> because they have to deal with the risk of being thrown out. The landlords almost have to be even
<br /> more private because they don't want to be in the situation where they feel they are being
<br /> discriminated against. So, I think that we can have tenant and landlords at that part of it because
<br /> that was my key note here. I really think they need to be at the table from the beginning and I think
<br /> they need to be involved and not everything is made, and we present to them. That is the problem.
<br /> We don't need to present, we need to work with. I think that is where I see that.
<br /> Councilmember Regina Williams-Preston stated, I concur.
<br /> Councilmember Jake Teshka asked,So,if we would expound on that,who would be the appointing
<br /> bodies?
<br /> Councilmember Oliver Davis replied, We could have the Council and the Mayor's Office but I
<br /> really don't mind.
<br /> Councilmember Jake Teshka followed up, And you mentioned you wanted to find a specific type
<br /> of tenant. How?
<br /> Councilmember Oliver Davis replied, We have lists they presented us today of at least six hundred
<br /> (600) homes they are going to target this year. We already know who the trouble houses are. So,
<br /> we have over six hundred (600) houses and I'm sure at least two (2) people can be found within
