REGULAR MEETING February 25, 2019 <br /> At 9:23 p.m., Councilmember Oliver Davis made a motion to recess. Councilmember Jo M. <br /> Broden seconded this motion which carried by a voice vote of nine (9) ayes. <br /> Be it remembered that the Common Council of the City of South Bend reconvened in the Council <br /> Chambers on the fourth floor of the County-City building at 9:35 p.m. Councilmember John <br /> Voorde presided with nine(9)members present. <br /> 02-19 PUBLIC HEARING ON AN ORDNANCE <br /> AMENDING THE ZONING ORDINANCE FOR <br /> PROPERTY LOCATED AT 2307 EDISON <br /> ROAD, COUNCILMANIC DISTRICT NO. 4 IN <br /> THE CITY OF SOUTH BEND, INDIANA <br /> Councilmember Oliver Davis, chair of the Zoning and Annexation Committee, reported that they <br /> met this afternoon and send this bill forward with a favorable recommendation. <br /> Councilmember Tim Scott made a motion to accept the Substitute version of Bill No. 02-19. <br /> Councilmember Jake Teshka seconded this motion which carried by a voice vote of nine(9) ayes. <br /> Jordan Wyatt, Planner for the Area Plan Commission with offices located on the 11th floor of the <br /> County-City Building, South Bend, IN, served as the presenter for this bill. Mr. Wyatt stated, The <br /> petitioner is requesting a zone change from CB, Community Business District to MU, Mixed-Use <br /> District in the area outlined in red(referencing a presentation which is available in the City Clerk's <br /> Office) on your screen. To the north are businesses zoned CB, Community Business District. To <br /> the east is a funeral home zoned CB, Community Business District. To the south, across Edison <br /> Road,is a CVS Pharmacy zoned LB, Local Business District.And,to the west,is a business zoned <br /> CB, Community Business District. On site,currently,is a vacant business and parking lot. The site <br /> plan shows the development of a new three (3) story building with retail, office and residential <br /> space. Off-street parking will be provided. The development will need to meet the development <br /> standards of the MU, Mixed-Use District. The Department of Community Investment offers a <br /> favorable recommendation saying the area would be appropriate for an urban neighborhood center. <br /> They recommend the planning of future vehicular connections for access to adjoining lots on the <br /> north end of the site to help reduce the need for curb cuts, allowing for street frontages to be fully <br /> developed and more walkable.This comes to you with a favorable recommendation from the Area <br /> Plan Commission. I would be happy to answer any questions. <br /> Councilmember Oliver Davis stated, Like I said with our position that was shared, can you just <br /> talk about how they mitigated that situation? <br /> Mr. Wyatt replied,Yeah, sorry. So,the property owner directly to the east of the funeral home was <br /> concerned about users of this site parking on his property. That was mitigated by the fact that a <br /> fence was going to be installed completely around the site. That divides the parking lot up. Right <br /> now, it's currently just paved. <br /> Councilmember Oliver Davis asked, So, that fence will help separate it? <br /> Mr. Wyatt replied, Yeah, and I'm sure the petitioner can speak more to that. <br /> Councilmember Oliver Davis stated, I appreciate that. <br /> Leonard Connaughton, 18512 Summer Wind Lane, South Bend, IN, stated, I'm the Vice President <br /> of Beach House LLC. We purchased the property in November. The existing building is one (1) <br /> story and it was currently used as a honey-baked ham shop when we purchased it. We would like <br /> to demolish that building and build a new 10,000 square foot building with 3,500 square feet of <br /> retail space on the first(1St) floor, 3,500 square feet of office on the second (2nd) floor and one(1) <br /> residential apartment. We think it's an improvement and a benefit to the area. Hopefully, we get <br /> your approval. <br /> Councilmember Tim Scott asked, Do you have any businesses for the office or for the retail space <br /> below? <br /> Mr. Connaughton replied, No, we didn't talk about any of the leasing until we went through this <br /> procedure. <br /> 23 <br />
