REGULAR MEETING JANUARY 14, 2008 <br />Ms. Ann Kolata, Senior Redevelopment Specialist, 12th Floor County-City Building, 227 <br />W. Jefferson Blvd., South Bend, Indiana, made the presentation for this bill. <br />Ms. Kolata advised that this bill would authorize the submission of a Site Assessment <br />Grant application to the Indiana Finance Authority through the Indiana Site Assessment <br />Grant Initiative. The Grant application is on behalf of Indiana Land Trust 731 GRN for <br />the property known as the Hannover property. The property is located at 731 West <br />Chippewa Avenue and was once part of the former AM General property. It is located <br />east of the Studebaker Commerce Center (form AM GeneraULTV facility), west of the <br />railroad tracks and north of the South Well Field. The application requests $92,386.00 <br />for a Phase II Site Assessment. Ms. Kolata further advised that the application was <br />prepared by Quality Environmental Professionals, Inc. (QEPI) and submitted by them in <br />November on behalf of the property owner. She apologized for not submitting the <br />resolution in a timely manner. She encouraged the Council's support for this application <br />and noted that the project is a good one and the site assessment may lead to eventual <br />remediation of the site and development in conjunction with adjacent properties. <br />A Public Hearing was held on the Resolution at this time. <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this Resolution, Councilmember Dieter made a motion to adopt this <br />Resolution. Councilmember Varner seconded the motion which carried and the <br />Resolution was adopted by a roll call vote of nine (9) ayes. <br />MOTION TO RECONSIDER BILL NO. 08-01 <br />Councilmember White made a motion to reconsider this bill, as the presenter of the bill is <br />now present. Councilmember Dieter seconded the motion which carried by a voice vote <br />of nine (9) ayes. <br />RESOLUTION NO. 3826-08 A RESOLUTION CONFIRMING THE <br />ADOPTION OF A DECLARATORY <br />RESOLUTION DESIGNATING CERTAIN <br />AREAS WITHIN THE CITY OF SOUTH BEND, <br />INDIANA, COMMONLY KNOWN AS 3927 <br />RIVERSIDE DRIVE AS RESIDENTIALLY <br />DISTRESSED AREAS FOR PURPOSES OF A <br />FIVE (5) YEAR RESIDENTIAL REAL <br />PROPERTY TAX ABATEMENT FOR EDWARD <br />A MYERS <br />WHEREAS, the Common Council of the City of South Bend, Indiana, has <br />adopted a Declaratory Resolution designating certain areas within the City as <br />Residentially Distressed Areas for the purpose of tax abatement consideration; and <br />WHEREAS, a Declaratory Resolution designated the area commonly known as <br />3927 Riverside Drive, South Bend, Indiana, and which is more particularly described as <br />follows: <br />Lot numbered Two Hundred Eighty-three Riverside Manor <br />and this property has Tax Key Number 25-1011-0455, be designated as a Residentially <br />Distressed Area under the provisions of Indiana Code 6-1.1-12.1 et seq., and South Bend <br />Municipal Code Sections 2-76 et seq., and; <br />WHEREAS, notice of the adoption of a Declaratory Resolution and the public <br />hearing before the Council has been published pursuant to Indiana Code 6-1.1-12.1-2.5; <br />and <br />16 <br />
