REGULAR MEETING MAY 29, 2012 <br /> <br /> <br />Marilyn Gashaw, 2514 W. Kenwood Avenue, South Bend, Indiana, advised that she lives <br />a couple of blocks from Kennedy Park. She stated that her concerns are more with equity <br />and policies that are fair. She stated that parks no matter where they are located are equal. <br /> <br />Graylin Watson, 2010 Gertrude Street, South Bend, Indiana, advised that it just occurred <br />to him that Kennedy Park has no playground equipment for the children to play on but <br />the City had just spent over a million dollars for dogs. He asked the Council which one is <br />more important? Our children or the dogs! <br /> <br />Carol Davis, 1630 Lincolnway East, South Bend, Indiana, advised that she is all for the <br />parks and as far as she is concerned the pets are just as important as the two-legged <br />variety. <br /> <br />Vera Peel, 2715 Bonds Avenue, South Bend, Indiana, stated that she is appalled that <br />someone in our community and that’s the problem that they have right now on the west- <br />side is that pets are considered more important than our children. The attitude of these <br />people, she stated that she pay taxes just like everyone else. She stated that she does not <br />have a child or a pet, but she is appalled that a community person could say that a dog is <br />more important and try to insinuate that other people don’t do things to raise or pay taxes <br />and that people that have animals do. She stated that she is in favor of this bill. <br /> <br />Douglas J. Thatcher, 239 N. Falcon, South Bend, Indiana, stated LaSalle Park Homes on <br />the west side has a park with rusted swings and deplorable playground equipment. He <br />stated that he has a two year old son who should have a nice place to play. <br /> <br />There was no one else present wishing to speak in favor of this bill and there was no one <br />present wishing to speak in opposition to this bill. <br /> <br />Councilmember Gavin Ferlic made a motion to adopt this Resolution. Councilmember <br />Schey seconded the motion which carried and the Resolution was adopted by a Roll Call <br />vote of nine (9) ayes. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />RESOLUTION NO. 4190-12 A RESOLUTION OF THE COMMON COUNCIL <br /> OF THE CITY OF SOUTH BEND, INDIANA, <br /> REQUESTING THAT DISCUSSIONS BE <br /> INITIATED WITH THE SOUTH BEND <br /> REDEVELOPMENT COMMISSION ON <br /> POTENTIALLY ADDING A PORTION OF <br /> LINCOLNWAY WEST TO THE AIRPORT <br /> ECONOMIC DEVELOPMENT AREA <br /> <br />Whereas, in 1990, the Airport Economic (Blackthorn) Development Area <br />(AEDA) was established which is composed of 5,281 acres and includes immediate <br />access to the South Bend Regional Airport, the Indiana Toll Road and the U.S. 31 Bypass <br />also known as the St. Joseph Valley Parkway; and <br /> <br />Whereas, in 2007, the AEDA was expanded to include the former Sample Ewing <br />Development Area which consists of 2,349 acres and was originally created in 1993 <br />when the Studebaker Corridor and the Rum Village Industrial Park were consolidated; <br />and <br /> <br />Whereas, in 2007, the AEDA was further expanded to include the industrial areas <br />between the original Blackthorn area and the Sample Ewing Development Area plus <br />portions of areas in the West Washington Development Area and parts just west of the <br />WWDA which together consisted of 333 acres bounded by Western Avenue, Olive <br />Street, Washington Street, Chestnut and Cherry Streets; and <br /> 27 <br /> <br />
