REGULAR MEETING JANUARY 22, 2019 23 <br />specifically done for flooding is reported as part of the CSO improvements. Mr. Horvath <br />answered it depends on the area and what the solution is. Mr. Miller asked specifically about the <br />river area by the YMCA. Mr. Horvath stated that is a huge multi -million dollar improvement <br />area, noting the whole river came up over the banks and caused flooding. He stated he is not sure <br />what the answer is there, adding to be clear, when there is huge flooding and the river comes up <br />over the banks, you aren't going to be able to solve that. He noted we may be able to move the <br />water off the streets but you aren't going to be able to solve catastrophic flooding unless you <br />build a wall along the banks or remove the buildings in the area and let it remain a flood plain. <br />Mr. Miller stated he just sees the increases coming and not everybody can afford a 44% rate <br />increase in two (2) years. Mr. Horvath agreed but added you also can't have unsafe drinking <br />water and you have to invest in infrastructure or you destroy the whole city. He noted just on the <br />water side it shows $88,000,000 of need. Mr. Miller questioned how they will determine who <br />gets a higher rate and what the requirements will be for lowered rates on the sewer and water <br />rates. Mr. Horvath explained the resident's will need to apply for a program and meet the <br />requirements but the amounts are not set yet.
