REGULAR MEETING JANUARY 22, 2019 22 <br />[1 <br />1 <br />Upon a motion made by Ms. Maradik, seconded by Ms. O'Sullivan and carried, the following <br />traffic control device request was approved: <br />NEW INSTALLATION: Stop Sign <br />LOCATION: Westbound Hillsdale Road at Caroline Street <br />REMARKS: All criteria has been met <br />APPROVE MODIFICATIONS TO WASTEWATER DISCHARGE PERMITS) <br />In a Memorandum to the Board, Ms. Lauren Trapp, Division of Wastewater, submitted the <br />following Wastewater Discharge Permit(s) and recommended approval of modifications to the <br />permit to waive samplings of Priority Pollutants not relevant to this company and without federal <br />or local limitation requirements: <br />St. Joseph Energy Center, 54745 Walnut Road <br />There being no further discussion, upon a motion made by Ms. Maradik, seconded by Ms. <br />O'Sullivan and carried, the renewal of the permit was approved. <br />RATIFY APPROVAL AND/OR RELEASE CONTRACTOR EXCAVATION AND <br />OCCUPANCY BONDS <br />Ms. Donna Hanson, Division of Engineering, recommended that the following bonds be ratified <br />pursuant to Resolution 100-2000 and/or released as follows: <br />Business <br />Bond Type <br />yp <br />Approved/ <br />Released <br />Effective Date <br />Windstream KDL, LLC <br />Contractor <br />Approved <br />December 15, 2018 <br />Walls by Walls, Inc. <br />Contractor <br />Approved <br />December 21, 2018 <br />Windstream KDL, LLC <br />Excavation <br />Approved <br />December 15, 2018 <br />American Waste Systems, Inc. <br />Occupancy <br />I Released <br />December 19, 2018 <br />Ms. Maradik made a motion that the bond's separate approval and/or release as outlined above <br />be ratified. Ms. O'Sullivan seconded the motion, which carried. <br />APPROVE CLAIMS <br />Ms. Maradik stated that a request to pay the following claims in the amounts indicated has been <br />received by the Board; each claim is fully supported by an invoice; the person receiving the <br />goods or services has approved the claims; and the claims have been filed with the City Fiscal <br />Officer and certified for accuracy. <br />Name <br />Amount of Claim <br />Date <br />City of South Bend <br />$2,344,993.66 <br />01/22/2019 <br />U.S. Bank National Association; 2015 EDIT/Parks Bond; <br />Requisition No. 101 <br />$24,200.11 <br />01/14/2019 <br />Therefore, Ms. Maradik made a motion that after review of the expenditures, the .claims be <br />approved as submitted. Ms. O'Sullivan seconded the motion, which carried. <br />PRIVILEGE OF THE FLOOR <br />Mr. Murray Miller, Local Union No. 645, questioned the Board regarding the amount spent to <br />date on meeting the requirements of the Federal Mandate regarding the combined sewer system <br />(CSO). He noted the proposed increases to sewer and water customers for that purpose, but <br />stated he could not find records of increased spending on the CSO's. Mr. Eric Horvath, Director <br />of Public Works, explained there are a number of projects including at the Wastewater plant <br />itself specific to the CSO. He noted the Consent Decree requires work at the plant itself, not just <br />to the CSO system. Mr. Horvath stated the city just completed a $15,000,000 upgrade project out <br />there and there is a lot of work that has been done in relation to the CSO's, not just in the <br />collection system. He noted many other projects done that include pervious concrete or another <br />feature that may not be specifically listed but are part of improving the CSO. He referenced the <br />Western Avenue project that includes separating the storm sewer system. Mr. Miller asked if it <br />was listed as a CSO project. Mr. Horvath stated it is not because it has a lot of other features <br />included in the overall project such as road work. Mr. Miller stated the Common Council is <br />telling him these projects are on -going but he can't find records of CSO projects. Mr. Gilot stated <br />Mr. Horvath is trying to explain to you these are projects that have a huge impact on the CSO <br />even though they aren't called CSO projects.
