Item 1— Phase H Environmental Site Assessment The Phase I Environmental Site Assessment (ESA) for the project was performed in 2016 and updated in 2017 and was conducted as a preliminary assessment to identify the potential presence of hazardous materials within the limits of the project. The findings of the Phase I ESA identified multiple recognized environmental concerns (RECs) with potential to impact the subsurface conditions. Following the approval of the Phase I ESA findings by INDOT, it was determined that a Phase II ESA is required to further evaluate the RECs identified in the Phase I ESA which may pose a threat to worker safety or require waste handling. A conference call between UNITED, INDOT and Civil & Environmental Consultants, Inc. (CEC) on November 1, 2017, concluded the additional assessment was necessary to prepare a site -specific Phase II ESA work plan. The need for a Phase II ESA is listed as a firm commitment in the environmental document and is required to be completed prior to the project letting. CEC's proposal has been enclosed for reference.
