(CEC) is pleased to present to United Consulting <br />Engineers, Inc. (UCE) this proposal to provide environmental consulting services associated with <br />the Coal Line Trail Project in South Bend, St. Joseph County, Indiana. <br />Our preparation of this proposal was based on the following: <br />• The electronic mail Request for Proposal (RFP) and information sent by Devin Stettler of <br />UCE to Luella Beth Hillen of CEC on October 17, 2017; <br />• The findings of CEC's Report of Phase I Environmental Site Assessment (ESA) dated <br />October 9, 2017; <br />• The conference call on November 1, 2017, between UCE, CEC and the Indiana Department <br />of Transportation (INDOT); <br />• INDOT's approval of CEC's Potential Hazardous Material Concerns and Phase II ESA <br />Scope of Work Planning spreadsheet (the Work Plan) and Proposed Soil Boring Locations <br />Sketch on February 15, 2018; and, <br />• CEC's previous experience on similar projects. <br />1.0 PROJECT UNDERSTANDING <br />CEC understands UCE has been selected to prepare the National Environmental Policy Act <br />document and design for the Coal Line Trail Project (the Project) for the City of South Bend, <br />Indiana. The Project involves the proposed route of a pedestrian trail located along the former <br />right-of-way (ROW) of the abandoned railroad, beginning west of N. Michigan Street and <br />extending southwest approximately 2.7 miles to the intersection of Lincoln Way W. (U.S. 20) and <br />530 E.
