Mr. Devin Stettler <br />CEC Proposal 161-618 — Phase II ESA <br />Page 7 <br />March 16, 2018 <br />Our proposed fee is based on the following assumptions: <br />• Preparation of a Quality Assurance Project Plan (QAPP) and/or Sampling and Analysis <br />Plan (SAP) are not required by IDEM. If these items are requested, additional fees will <br />apply. <br />• CEC will be granted access to all sampling locations. <br />• No clearing or grubbing will be necessary to access the boring locations. <br />o Drilling and sampling activities can be conducted in two business days, with observation, <br />sampling and documentation provided by one CEC professional. <br />• Laboratory analysis of up to 24 soil samples for VOCs and 14 soil samples for lead, along <br />with analysis of two trip blank water samples for VOCs. <br />• Standard laboratory turnaround time (i.e. 10 business days) is sufficient. <br />• All deliverables are provided in electronic format. <br />• The estimated fees described above do not include the costs for the potential laboratory <br />analysis for TCLP Lead for waste characterization of soil. If this analysis is deemed <br />necessary based on the soil laboratory results, an additional laboratory fee of $75 per <br />sample will apply. <br />m Because it is unlikely that groundwater will be encountered, the estimated fees described <br />above do not include the associated costs for collection and analysis of groundwater <br />samples. If groundwater is encountered, groundwater sampling will be necessary; <br />therefore, additional fees will be accrued per the following rates: <br />• Temporary piezometers (groundwater sampling point): $60 each <br />• Laboratory fees: <br />fib, $70 per sample for VOCs analysis; and, <br />$20 per sample for lead (total and dissolved) analysis. <br />• Additional labor hours necessary to perform the groundwater sampling activities will <br />be charged in accordance with the INDOT labor rates described above. <br />CEC understands UCE has negotiated a prime agreement with the City of South Bend for this <br />contract. CEC will serve as a sub -consultant to UCE for the scope of services described above. <br />CEC understands that the INDOT standard sub -consulting agreement will be the basis for <br />agreements between CEC and UCE. UCE will provide CEC with a sub -consultant agreement for <br />review and signature.
