On December 171h, I reached out to Janet Hass, Contract Specialist, <br />requesting that they take a closer look at their apprenticeship and training <br />program. <br />On December 17th, Janet indicated that their "apprentice employees come <br />from Union Halls. They receive training through the Union and move through <br />the apprenticeship program by working hours for a company. They will be <br />paid a rate per each "worked hours" threshold". <br />According to the Responsible Bidder Ordinance, Ordinance No. 10594-18, Submissions <br />deemed inadequate, incomplete, or untimely by the City may result in the automatic <br />disqualification of the bid. <br />The Engineering Division understands that the challenge with this being more specialized <br />construction and that the US Department of Labor of Apprenticeship may not have registered or <br />approved specific training or apprenticeships for this type of work. However, since passing of the <br />Responsible Bidder Ordinance, this will be the first time that we have not been able to award, if that <br />be the case, to the lowest, responsible, responsive bidder due to this new ordinance. <br />It is Engineering's recommendation that the Board of Public Works award to the lowest responsible, <br />responsive bidder, Inland Waters Pollution Control by waiving the requirement of the Responsible <br />Bidder Ordinance Section 11. Part b. Item vi. as there does not appear to be clear evidence that each <br />of these contractors who splecial in Sewer and Manhole Rehabilitation are truly re- ualified and <br />nor shall thpy be dis ualified from bidding due to this strict ordinance. <br />Further research with the National Association Sewer Service Companies states that they are <br />planning to establish an Apprenticeship Program through the US Department of Labor. <br />Encl.
