submitted on 10/26/18 for pre - <br />qualification <br />SECTION 26 <br />Affirmative Action Plan <br />Affirmative Action Plan, Goals and Timetables <br />Our commitment: The joint apprenticeship and training committee (JATC) for the Construction Craft Laborers of Ohio confirms <br />its commitment to equal employment opportunity in the recruitment, selection, employment, and training of apprentices in our craft. <br />This affirmative action plan is one means of satisfying this commitment. We recognize that affirmative action is not mere passive <br />nondiscrimination, but involves action directed toward equalizing opportunity in apprenticeship to allow full utilization of minority <br />and female (minority and non -minority) workers' potential. <br />We have adopted the equal opportunity pledge in our apprenticeship standards. The JATC will make a determined effort to <br />disseminate this policy internally in the union and among the participating employers. The recruitment, selection, employment, and <br />training of apprentices shall be without discrimination because of race, color, religion, national origin, age, or sex. The JATC shall <br />take Affirmative Action to provide equal opportunity in apprenticeship and will operate the apprenticeship program as required under <br />Title 29of the Code of Federal Regulations, Part 30; Ohio Administrative Code 5101:11; and the equal employment opportunity <br />regulations of the State of Ohio. <br />We have conducted an employment analysis of minority and women Construction Craft Laborers' in the geographic area of coverage <br />of our apprenticeship program, and compared the results to data supplied us by the registration agency for our program. The data <br />shown in the attachment to this plan indicates a significant underutilization of women and a very moderate underutilization of <br />minority group persons. We recognize that ours is a traditionally male occupation, in part because of the conditions of employment in <br />heat, cold, wet and physically demanding conditions, and in part, because of the general public perception of the status of our craft <br />among those of the construction industry. To generate a movement for change in composition and perception of our craft, the JATC <br />will enter into partnerships with work force development entities serving the targeted populations, such as "Youth Build" programs. <br />A. Targeted d4s4mutati of ir 'on about the lnatum of our craft and its evolution over the past twenty (20) years, nationally, <br />and #wmed and registered apprenticeship program to train Construction Craft Laborers.AF will give: anphasis to reaching various <br />women's groups and institutions at the local level such as women in co�,gug iM M91y, ]yCA- .etc.., in addition to general <br />information provided in releases for newspapers, newsletters, and local publications, we will provide target groups with specific <br />program information as to anticipated apprentice openings, basic qualification requirements, and where and when to obtain <br />applications. <br />B. Providing similar information to the state employment service, AILS, Outreach and School -to -Work project managers, both <br />Federal and state registration agencies, school counselors, and minority service organizations, <br />C 4ATC and/or sub -committee members will participate in work -shops of various government and 'private organizations. -to <br />flrmiliarize officials, leaders, and the particular constituency of each with both the generat information as indicated above and the <br />additional specific information where. appropriate, <br />D. The JATC and/or sub -committee members will disseminate its policy and affirmative action committal internally in the union and <br />through meetings with employer sponsors to explain the intent of the program and the individual responsibility shared by all parties in <br />20 <br />
