We have referenced the United States Department of
Labor's Office of Apprenticeship guidelines in the past and for this project; there is currently not an
applicable labor category that is consistent with the type of scope of work we conduct in the field.
Specifically, for the specialized construction and technology utilized to perform CIPP and Spin Cast Lining.
On a regular basis wedodiscuss with this void with U.S. Department ofLabor representatives with regard
tospecific apprenticeship programs affiliated with DOL. From their feedback, apparently there seems to
benospecific category orprogram.
|naddition tucommunicating with the DOLweare affiliated urare active members toavariety of
industry trade organizations such as NUCA (National Utility Contractors Association), NASSCO (National
Association of Sewer Service Companies), ABC (Association of Building Contractors), and AGC (Association
of General Contractors) all of which do not have an apprenticeship programs applicable to our work or
specific to the trenchless pipe industry that we service or the type of specialized construction services we
provide atthis time.
From speaking recently with the U.Department ofLabor, the closest category would befor operators
(excavation equipment operators) and pipe fitter (such as natural gas) which are not involved in lining
operations. It was upon recognizing this absence of training within our specialized industry, that we
began formulating a training program of our own, which has been submitted to you previously.
