COSB-Roger Nawrot
November 1, 2018
The scope of the desired design services is understood to include the following tasks:
o Field checks/measurements
o Topographic survey
o Railroad coordination/permit
o Preparation of preliminary plan drawings, specifications, and cost estimates
o Meetings with the City as needed for review of preliminary plan drawings
o Revisions of plan drawings, specifications, and cost estimates based on City review comments
for preparation of final contact documents for going to bids
o Assistance to the City during the advertising/bidding/bidder questions/awarding and contract
preparation for the awarded bid
o Attendance at a pre -construction meeting
o Designer input during construction phase
This proposal assumes that locations 4 and 7 will require topographic survey, and the other locations
listed in this proposal are to involve the creating of plan drawings using aerial photo information to scale
only. For all locations, 811 coordination will be performed, in order to investigate possible utility conflicts
with the proposed improvements. Where possible utility conflicts exist, utility coordination will be
performed.
Also based on the discussions at the meeting, it is understood that the design of roadway guardrail
improvements are to take into consideration the possible need for design of reconstruction of features
adjacent to and/or affected by the guardrail improvements, such as substandard ADA conditions of
sidewalk and curb ramps, and pavement or curb conditions as warranted.
The proposed fees for the understood scope of services as described above are summarized as follows,
based on JPR current standard hourly rates for various JPR staff (see attached proposed fee calculation
information and current JPR standard hourly rates.)
This proposal does not include any of the following services:
R/W acquisition; environmental permitting; INDOT coordination; construction inspection;
construction materials testing. This proposal assumes the City will provide AADT and traffic
accident data as available on request.
It is anticipated that reimbursable charges may include railroad permitting fees at an amount to be
determined during the course of design.
Estimated Total Fees (Time & Materials) = $39,515.00
It is proposed that any desired roadway guardrail location improvements added to the scope of work by
the City would be proposed by an amendment to the agreement for City review and approval.
