4 INTER -OFFICE MEMORANDUM <br />M <br />'^ Department of Innovation & Technology <br />City of South Bend 227 W Jefferson Blvd <br />1865 <br />TO: Board of Public Works, Linda Martin <br />CC: Eric Horvath, Jitin Kain, Al Greek, Kim Thompson, Clara McDaniels, Dan <br />O'Connor, Michael Schmidt <br />FROM: Matt Coats <br />SUBJECT: Utility Billing Software & Implementation Services Agreement <br />DATE: 11/20/18 <br />Linda and Members of the Board, <br />We are submitting for approval and signing agreements for software, implementation services, <br />and hosting of Utility Billing software (enQuesta) by Systems & Software, Inc., following their <br />award of contract for the Utility Billing RFP. <br />The first agreement, titled Information Systems Agreement, covers implementation services <br />and then commits the City to a 5-year maintenance and support term for the enQuesta <br />software. Supplementing the delivery of software and implementation services are Exhibits 1-9, <br />which include a total cost & payment schedule (Exhibit 2), a Statement of Work (Exhibit 4), and <br />Systems & Software's response to the Utility Billing RFP (Exhibit 6). <br />A second agreement, titled Hosting Services Agreement (Exhibit 7), is an annually renewed <br />agreement that covers cloud hosting services for the enQuesta software. This agreement is <br />supplemented by a Managed Service Detail document (Exhibit 9). <br />The total cost for implementation services and annually recurring costs (maintenance & <br />support, cloud hosting) from years 1-5 is $2,132,273; a complete breakdown of implementation <br />costs and annually recurring fees can be found in Exhibit 2, Budget Detail and Notes. <br />Note that the City's project management services for this project, which are to be performed by <br />Arcadis Inc., are not included in this request and are not included in the cost of this request. <br />Per the request of the Board of Public Works, we can assert that the enQuesta software can <br />support the Indiana Utility Regulatory Commission's approved water rates and charges. <br />Thank you, <br />Matt Coats <br />
