these residents, South Bend supports the inclusion of the following activities: <br /> • Grants to low-mod income owner-occupied homes for rehabilitation/repair ' <br /> • Delinquency&foreclosure resolution for existing homeowners <br /> • Homebuyer education programs/training <br /> • Mortgage reduction and closing cost assistance to income-qualified first-time homebuyers <br /> • Acquisition/rehab for resale to income-qualified homebuyers <br /> • New construction of single-family homes for sale to income-qualified homebuyers I <br /> • Creation of new rental units for income-qualified tenants <br /> • Lead-based paint education, testing services <br /> Actions planned to reduce lead-based paint hazards <br /> The City is actively working with numerous Community partners on the Lead Affinity Task Force. <br /> Coordination with local secondary educational institutions, South Bend Community School Corporation, <br /> St.Joseph County Health Department, the Near Northwest Neighborhood, Inc., as well as local medical I <br /> services has resulted in new and increased avenues for education, marketing and testing for elevated <br /> blood levels in children. <br /> The City is also working with the Indiana Housing and Community Development Authority as a recipient <br /> of State-allocated funds to address lead-based paint through interim controls in a projected 40 housing <br /> units in South Bend. <br /> The Housing Authority of South Bend (HASB) maintains a Section 8 Landlord Assistance Program in I <br /> which any resident living in a Section 8 unit that has been identified as lead contaminated and where <br /> the owner refuses to bring the home into a lead safe status, has an absolute preference on the Public <br /> Housing waiting list for the first available unit. Additionally, any pre-1978 Section 8 home that is <br /> identified during the Housing Authority's Annual Housing Quality Standards Inspection as having <br /> chipping, peeling or cracking paint must receive and pass a clearance test by a State certified inspection. <br /> The HASB also maintains an active list of current lead-safe addresses at <br /> http://www.hasbonline.com/docs/safe.pdf. <br /> Actions planned to reduce the number of poverty-level families <br /> South Bend continues to utilize a team approach to working with its partners in implementing the <br /> programs/projects funded through the various federal sources. The Community Investment staff <br /> regularly communicates with all sub-grantees, and meets with those entities involved in the targeted <br /> areas. Regularly scheduled meetings with the CDCs occur due to the nature of the work and the amount <br /> of funds allocated. <br /> A CommunityWlNS grant was awarded to the Near Northwest Neighborhood, Inc. to fund a minority and <br /> Annual Action Plan 58 <br /> 2019 <br /> OMB Control No:2506-0117(exp.06/30/2018) <br />
