r <br /> AP-85 Other Actions - 91.420, 91.220(k) <br /> Introduction <br /> Actions planned to address obstacles to meeting underserved needs <br /> ' 1.The City of South Bend continues to support creative solutions and has allocated resources to address <br /> the chronically homeless issue through: <br /> ' • zoning and financial support of weather amnesty; <br /> • planning and financial support for a new gateway/intake center; and, <br /> • financial support for additional permanent supportive housing scattered site units. <br /> 2. Continuing emphasis hasis on homeowner rehab support to assist owners with being able to remain in <br /> p <br /> their homes. <br /> 3.The City has budgeted funding for next steps in its Vacant &Abandoned housing initiative. City <br /> resources have assisted residents in obtaining vacant lots for ownership and/or development. <br /> 4. City's continuing support of housing counseling, successful renewal of Indiana Foreclosure Prevention <br /> Network (IFPN) and Hardest Hit Funds (HHF) awards will ultimately assist those facing foreclosure. <br /> 5.The Regional Planning Council strategic decision to merge with the Balance of State to strengthen the <br /> structure, communication and efforts to support the homeless and special needs populations will <br /> continue to: <br /> • Broaden existing shelter and homelessness prevention activities. <br /> • Emphasize Rapid Re-housing (helping individuals and families who are literally homeless [in a <br /> shelter or sleeping place not meant for human habitation]) to quickly access permanent <br /> housing. <br /> ' • Help people quickly regain stability in permanent housing after experiencing a housing crisis <br /> and/or homelessness. <br /> • Align the ESG program with other HUD programs. <br /> ' • Support more coordinated and effective data collection, performance measurement, and <br /> program evaluation. <br /> ' Actions planned to foster and maintain affordable housing <br /> The age of the housing stock in the inner cities creates certain challenges for neighborhoods, particularly <br /> if those houses not been properly maintained.
