JANIECESHA O'NEAL
The petition of Janiecesha O'Neal seeking a Special Exception to allow for a bar/restauranVnightelub in a
"MU"district and a variance from the required 84 parking spaces to 2, on property Iocated at 1902 Western
Ave., Portage Township. Zoned "MU".
MR. BRUCE HUNTINGTON: I'm an attorney with the taw firm of Botkin and Hall, 105 E. Jefferson here
in South Bend. Members of the Board, we need a slight amendment to this petition. It shows two parking
spaces in fact we have a total of 27 parking spaces available by virtue of the fact that there is now a lease for
adjacent parking in a lot adjoining and I have a copy of that lease that I can provide.
MR. LYONS: How many of those are actually on the parcel proper?
MR. HUNTINGTON: There are 5 on the parcel itself:
MR. LYONS: The actual change then would be 5 with the supplemental parking spaces...
MR. HUNTINGTON: The supplemental parking spaces will provide for a total of 27 spaces, not 5. The
petitioner for this Special Exception to allow the re-use of what was the farmer Seahorse nightclub and bar.
As you're aware the Seahorse has been closed for several years now. It was purchased by a young woman
and it is now being leased to Janiecsha O'Neal. Ms. O'Neal is an experienced business woman here with
businesses here in South Bend and family here in South Bend and wishes now to take this property and
transform it once again into a night spot. I'm sure you're all familiar with Western Ave, and where this
located in the 1940 block basically across from the Goodwill and that portion of Western Ave. between the
49
