REGULAR MEETING October 8, 2018 <br /> 48-18 THIRD READING ON AN ORDINANCE OF <br /> THE COMMON COUNCIL OF THE CITY OF <br /> SOUTH BEND, INDIANA FIXING MAXIMUM <br /> WAGES OF TEAMSTER EMPLOYEES FOR <br /> CALENDAR YEARS 2017-2020 <br /> Councilmember Oliver Davis made a motion to adopt Bill No. 48-18.Councilmember Karen White <br /> seconded this motion which carried by a roll call vote of nine (9) ayes. <br /> 49-18 THIRD READING ON AN ORDINANCE OF <br /> THE COMMON COUNCIL OF THE CITY OF <br /> SOUTH BEND, INDIANA, RE-AFFIRMING <br /> ORDINANCE NO. 10472-16 AND FIXING THE <br /> ANNUAL PAY AND MONETARY FRINGE <br /> BENEFITS OF SWORN MEMBERS OF THE <br /> SOUTH BEND POLICE DEPARTMENT FOR <br /> CALENDAR YEAR 2019 <br /> Councilmember Gavin Ferlic made a motion to adopt Bill No. 49-18. Councilmember Karen White <br /> seconded this motion which carried by a roll call vote of nine (9) ayes. <br /> 50-18 THIRD READING ON AN ORDINANCE OF <br /> THE COMMON COUNCIL OF THE CITY OF <br /> SOUTH BEND, INDIANA, RE-AFFIRMING <br /> ORDINANCE NO. 10549-17 AND FIXING THE <br /> ANNUAL PAY AND MONETARY FRINGE <br /> BENEFITS OF SWORN MEMBERS OF THE <br /> SOUTH BEND FIRE DEPARTMENT FOR <br /> CALENDAR YEAR 2019 <br /> Councilmember Oliver Davis made a motion to adopt Bill No. 50-18.Councilmember John Voorde <br /> seconded this motion which carried by a roll call vote of nine (9) ayes. <br /> 51-18 THIRD READING ON AN ORDINANCE FIXING <br /> MAXIMUM SALARIES AND WAGES OF <br /> APPOINTED OFFICERS AND NON- <br /> BARGAINING EMPLOYEES OF THE CITY OF <br /> SOUTH BEND, INDIANA, FOR THE <br /> CALENDAR YEAR 2019 <br /> Council President Tim Scott opened the floor to discussion from Council Members. <br /> Councilmember Regina Williams-Preston stated, At the budget hearing for Code Enforcement, <br /> one (1) of the things they talked about was adding a new position for someone who would focus <br /> on collections to specifically streamline a process for special assessments. At that time I expressed <br /> concern about how special assessments have impacted residents in my district. Councilmember <br /> White recommended for me to take some time to meet outside of the process and talk with Code <br /> Enforcement to better understand what they were thinking. We had that meeting and <br /> Councilmember White asked us to bring that back to the full Council. We will have a Committee <br /> Meeting tomorrow night at 6:00 p.m. at WUBS where we will be talking about this more in depth. <br /> But just an overview for the record, here, one (1) of the things we will talk about is the racial <br /> wealth divide report and the results that came out of that. We have recognized that people of color <br /> have disproportionately lower incomes and hold less property and assets than white folks. We <br /> know that among other things there are a lot of contributing factors to that but one(1)of the things <br /> that we are concerned about was how City government processes,policies and practices influence <br /> those different outcomes. We've been working on that as a City and have been doing a really great <br /> job but, as this came to the Council with regard to special assessments,we wanted to do a deeper <br /> dive into this particular issue. We already have some data that suggests the burden of fines and <br /> fees fall disproportionately on people of color and poor people. So what we will be talking about <br /> is how we can work together to create innovative solutions to how we move forward. I know Tim <br /> has some ideas on that but by talking to community members, there have been some <br /> 25 <br />
