®CITY OF SOUTH BEND I OFFICE OF THE CLERK function. I think a point was brought up and I think it was a good point. A lot of the times County residents and Mishawaka residents and other folks outside the City of South Bend are making decisions for the City of South Bend. So I do like the fact that we are bringing that more into the City of South Bend and that residents of the City of South Bend are making decisions on behalf of South Bend. Committee Chair Davis stated,And I publicly stated that in the August 3rd, 2018 article of the South Bend Tribune and had no problem sharing that viewpoint. I will say this on that. When I look at it, I don't think John McNamara stays in the City. He may not. He may stay in the County, I don't know where he actually lives. But I do recognize having him as his role and those who have those expertise on our Area Plan Commission is vital for me. Now we have people from the City of Lakeville, New Carlisle and all that who are just there from the point of the Board, I look at them a lot different versus somebody who is actually on there because they are the County Surveyor. So my statement with the issue of having someone from the County making that, in many ways, I probably should have been clearer with the paper with that. But it does not include people who have that kind of expertise because many times in debates and things like that, I disagree with a ginger heart because I know the man knows what he is talking about. You know what I'm saying? And so it is nice to have that kind of expertise on there and with this, my hesitancy of having all of this done given the fact that was there and we know. I wish the Administration would have personally given this Committee,whether it's me as Chair or whatever, the respect to have dealt with this earlier. They have not taken the time to come and talk with me on this.I've reached out and we've talked and they have not done this part of it.And so I am highly concerned about that and I've been with zoning for years and so it's not a surprise. Committeemember Nanci Yokom stated, I agree with the comments. We need more process and many decisions must be made before we can get some answers to some questions. Councilmember Karen White stated, I'm ready to hear the responses and continue the conversation. I think the issues we've dealt with in terms of zoning, especially special exceptions, have been very challenging. We've had a lot of experience. I think at one(1)time we were looking at the number of the actual zoning issues that came before the Committee that were pretty much City-related. I think there are some issues that need to be addressed and I'm waiting to hear the responses to your questions. Committeemember Broden stated, Bandwidth. We throw that term around here often but, as a department, it looks big and bigger and it is getting bigger with every year I've been on here. I want to understand where this all fits in the overall mix and the capacity of the existing staff. I want to know how full the plate is and how long the punch list is. I know that many of us are waiting for neighborhood plans to get updated. I think that is just a piece I want to pop in there. Everyone is really talented in this whole department and group but this is a considerable new line of work. Committee Chair Davis stated,My last comment, during the evening when our attorney Stephanie Steele made her presentation, one (1)of the questions I asked her was about the legal piece of this Board and how that would be handled. At that time, there was not a clear answer as they had not considered that and I think that is what they were looking at because, to me, they would have to see if they can handle it in-house and if they had the expertise to handle these kinds of laws within.
