Some of these are easy and some of them are <br /> quite difficult. And, I guess, I appreciate the independence that we currently get and the <br /> composition of the existing board as it has different areas of expertise. Those are things beyond <br /> my skill set as an ordinary citizen. <br /> Committeemember Voorde stated, Obviously you want to maintain that composition. <br /> Committeemember Broden followed up, Yeah I want to maintain that. And it isn't just <br /> independence for independence sake,it is about how this hits and then what the public thinks about <br /> it because its representative as professional expertise. <br /> Committeemember Voorde stated, Yeah, even though Area Plan Commission is a recommending <br /> body to the Council, we rely on their recommendations and look at the debate that was conducted <br /> in that meeting before it comes to us and we have our own. <br /> Committeemember Broden stated, And I guess I feel, overall, there is a transfer of things done at <br /> the County level that we are taking in-house. I guess I see a trend, maybe more Statewide, and it <br /> seems backwards to me. Efficiencies might be better at the County level versus duplicating it here <br /> and duplicating it in Mishawaka. You know? It seems like a counter trend but I might be wrong <br /> on that. <br /> Committee Chair Davis stated,And even when you look at that standpoint from there if it's in the <br /> City and not specialized from there, without having the ordinance in front of us and without being <br /> able to look at it, who it is comprised of, and all those kind of issues, we can have all the graphics <br /> and charts and what we plan to do and what may be done and how we would love to see it and <br /> whatever things and all that, but we don't have anything. Again, that is a huge concern. <br /> Councilmember Jake Teshka stated, In general, I agree with you. It is hard to fund something <br /> without having a full understanding of it. I don't know if there is anybody that can help us move <br /> forward with a vote on the whole budget and this piece in particular,how we would do that,I don't <br /> know. <br /> James Mueller, Executive Director of the Department of Community Investment with offices on <br /> the 14th floor of the County-City Building, interjected, Could I just briefly explain? <br /> Committee Chair Davis replied, Can we hold it first?
