®CITY OF SOUTH BEND I OFFICE OF THE CLERK
saying is that when you change the complexion of an area it brings friends and we are just
concerned about that. We are homeowners and we want to stay there. There are children moving
in and we just want to make sure it is safe.
John Shafer, 402 Bison Ridge, Nappanee, Indiana, stated, I am a homeless advocate and the
Director of Michiana Five (5) for the Homeless. I really do hope that by winter, the community
and the City can bring back weather amnesty because it is vital to the community. However, we
have a lot of homeless right now that are on the streets. Individuals, a lot of females, couples and
married families with children that I get calls about every day. The Center for the Homeless is full,
Faith Mission in Elkhart is full, and there is nowhere for them to go. Obviously that is a big
problem and it is a need that should be addressed. When it comes to weather amnesty this winter,
as an advocate, I am very concerned that we currently stand at around fifty (50) beds that we lost
through the Life Treatment Center and through the Kratz Building. So whatever we come up with
has to at least replace that to be back to square one (1)where we were last winter. Last winter, the
Life Treatment Center saw such an increase in homeless women that they had to put on extra staff
just to supervise them over night. They were running out of space. If you are a female and are
homeless, you are very vulnerable at night living on the street with a lot of men. We should do
something to protect them but for all homeless, in general. We have advocated for many years for
a bed for every homeless person. We are not there yet but I hope we will be. I believe as a
community our goal is a bed for every homeless person not just during weather amnesty but all
year around. Thank you.
Patti Huettl, 1525 Webster Street, stated, I am the treasurer for the Rum Village Neighborhood
Association. I think you all have a letter that I wrote on behalf of the people at Rum Village. The
people at Rum Village are very concerned about the article that was in the paper about the
possibility of the housing units going in close in proximity to Ignition Park. That is right across
the street from the Oliver Apartments. I just wanted to say that we need to really look at the
concerns of the neighbors in the neighborhood. I would like to suggest that maybe representatives
from each neighborhood in consideration for these units should sit on the committee to help
determine the best place for these units. The only way you will learn how the neighbors feel is not
by me coming here to make a two(2)minute statement but rather coming out to the neighborhood.
Harry Marsh, 1520 S. Carroll Street, stated,You've probably seen me here before and I don't want
to repeat everything that's already been said because I think you already understand where our
feelings are there. But at the same time I do want you to understand that this is a community
problem and because it is a community problem it needs to be spread out over the community. I
don't want those trailers in just one(1)neighborhood but at the same time I don't want to see those
trailers in our neighborhood. We have a lot of the services in our neighborhood. What I see
happening is that if those pods need to be close to the services that means they are left on the
Southeast Side again. There goes more problems for the Southeast Side. If nobody else cares about
what is happening on the Southeast Side, I do. I'm a lifelong resident of Carroll Street. I grew up
there and I'm still there because I want to be there. I would appreciate the trailers to be spread over
the community. Let us all share in the burden of housing the homeless and not just one (1)
neighborhood.
Isaac Hunt, 138 E. Broadway Street, stated, I was off for two (2) weeks on vacation so I just sat
around the house. I stayed right there and I am on the same block as the Life Treatment Center. I
literally took a whole week and everybody would be congregating by the liquor store and offered
EXCELLENCE I ACCOUNTABILITY I INNOVATION I INCLUSION I EMPOWERMENT
455 County-City Building 227 W.Jefferson Bvld I South Bend,Indiana 46601 J p 574.235.9221 If 574.235.9173 I TTD 574.235.5567 www.southbendin.gov
6
