In 2002, <br />South Bend was designated a Weed and Seed <br />Community by the U.S. Department of <br />Justice. Bounded by Arnold Street on the <br />East, the Norfolk Southern Rail Road on the <br />North, Sheridan Street on the West and Sample Street nn the South, this area, under the direction <br />of the Weed and Seed Coordinator, has worked to control violent crime and drug activity. Seven <br />Safe Haven centers have been established for the residents' use. Cooperative programs for the <br />weeding out of crime have been established with law enforcement agencies and prosecutors. <br />Prevention, intervention, treatment, and neighborhood revitalization services have been instituted <br />to seed social and economic revitalization in the area through infrastructure restoration, housing <br />restoration, neighborhood organization, and supportive communication. In 2004, the Common <br />Council adopted the Neighborhood Restoration Plan. Building strong neighborhoods is a critical <br />foundation to the success of the city. We have been recognized nationally for our revitalization <br />efforts. Two years ago we won the National League of Cities Howland Gold Award for our <br />partnership with South Bend Heritage Foundation on the West Side. This past year we were <br />invited to participate in the NLC Showcase of Cities at its national convention in Indianapolis. <br />Our comprehensive redevelopment effort on the Southeast Side was featured as a model for other <br />cities across the country. <br />We are also focused on reclaiming our industrial core. Studebaker and Oliver Plow were <br />once proud companies that provided good jobs for many families in this community, But the old <br />dinosaur strictures have become blights on our <br />landscape, taking up valuable space and inhibiting other <br />investment in the area. We are committed to reclaiming <br />this land for new investment and growth. In May of <br />2004, Rose Brick & Materials opened its new facility in <br />the Oliver Industrial Fark at Chapin and Sample Streets. <br />This industrial park has risen, like a Phoenia~ from the <br />A-3 8 <br />
