South Bend Redevelopment Commission <br />Regular Meeting —June 28, 2011 <br />Mr. Inks noted that the next item on the <br />agenda would commit additional funds from <br />the West Washington- Chapin TIF. <br />Upon a motion by Mr. Downes, seconded by <br />Mr. Arnold and unanimously carried, the <br />Commission approved Resolution No. 2906 <br />setting a Public Hearing for 4:00 p.m., July <br />26, 2011, on the appropriation of Tax <br />Increment Financing Revenues from West <br />Washington Allocation Area for the payment <br />of certain obligations and expenses related to <br />their respective allocation areas and other <br />related matters. <br />(2) Hansel Center update / additional funding <br />request. <br />Mr. Gibney noted that on March 20, 2009, <br />the Commission approved the use of <br />$130,000 in CDBG and $370,000 in West <br />Washington Chapin Development Area <br />(WWCDA)TIF funds to be put toward the <br />rehabilitation of the Hansel Center, 1045 W. <br />Washington Street. This rehabilitation will <br />be a joint project with the University of <br />Notre Dame, South Bend Heritage <br />Foundation, and the City of South Bend, with <br />the property ultimately being transferred to <br />the University and becoming the Notre Dame <br />Center for Arts and Culture (Center). <br />The WWCDA is the smallest of all the TIF <br />districts in the city. That TIF district was put <br />together as part of the Redevelopment Plan <br />approved by the Redevelopment <br />Commission, City Council, and Area Plan <br />Commission to address the critical condition <br />that West Washington and Chapin Streets <br />were in in the 1970's, 1980's and 1990's. <br />The spine of it is West Washington Street <br />with the north/south street being Chapin. <br />30 <br />COMMISSION APPROVED RESOLUTION NO. 2906 <br />SETTING A PUBLIC HEARING FOR 4:00 P.M., JULY <br />26, 201 1, ON THE APPROPRIATION OF TAX <br />INCREMENT FINANCING REVENUES FROM WEST <br />WASHINGTON ALLOCATION AREA FOR THE <br />PAYMENT OF CERTAIN OBLIGATIONS AND <br />EXPENSES RELATED TO THEIR RESPECTIVE <br />ALLOCATION AREAS AND OTHER RELATED <br />MATTERS. <br />
