South Bend Redevelopment Commission <br />Regular Meeting —June 14, 2011 <br />expense from potential adopters. We also hope to <br />utilize the surgical suite to continue the already <br />very popular Neuter Scooter service, for the <br />community. <br />• An attractive, more welcoming facility will <br />provide us with ample opportunities to host <br />community classes in the building. These classes <br />can range from basic obedience classes to more <br />advanced workshops lead by local animal health <br />and welfare leaders such as Dr. Jocelyn Rudman, <br />DVMM, <br />As South Bend taxpayers, we appreciate the <br />oversight and scrutiny your committee applies to <br />requests made for TIF funding. We all need to be <br />responsible stewards of the City's resources. Here <br />are the reasons why we are opposed to the <br />suggestion made by the South Bend Common <br />Council to outsource our City's animal care and <br />Control services to a private, third party agency: <br />• The outsourcing public services to private, third <br />party agencies results in a loss of transparency <br />and accountability for the taxpayer. <br />• The issues that lead to the development of an <br />internal animal control agency would likely <br />develop again if the City were to return to <br />outsourcing this service. <br />• If the aforementioned issues were to arise once <br />again, it is an ineffective public safety model to <br />have South Bend Police and Fire having to <br />respond to animal care and control calls. <br />• Over the anticipated 40 year life cycle of the <br />proposed new facility, SBA CC will be the home of <br />approximately 4,000 — 4,500 animals per year. <br />With construction costs estimated at a total of $1.8 <br />Million; the estimated upfront capital cost per <br />animal served is only about $10. <br />Finally, we ask respectfully that you consider our <br />sense of urgency regarding this request. For every <br />additional month that this project gets delayed, <br />another estimated 223 * animals will be euthanized. <br />0 <br />
