Zoning and Annexation Committee Meeting <br />20D6 South Bend Common Council <br />The December 11, 2006 meeting of the Zoning and Annexation Committee of the South <br />Bend Common Council was called to order by Chairperson, Council Member Ervin <br />Kuspa, at 3;34 p.m. in the Council's Informal Meeting Room. <br />Persons in attendance included Council Members Varner, Kuspa, White, Rouse, Kelly, <br />Pfeifer, Dieter and Puzzello; Citizen Member Ed Talley, Building Commissioner Don <br />Fazo, Mark Lyons, Community and Economic Development Executive Director Sharon <br />Kendall, Martha Lewis, City Clerk John Voorde, Henry Davis, Mrs. Kopala, Ronnie <br />Mlnnsr, Pam Zahra, Jamie Loo of the South Bend Tribune, and Kathleen Cekanski- <br />Farrand, Council Attorney. <br />Council Member Kuspa noted that the Committee Members consist of Council Members <br />Kirsits, Dieter and White, and Citizen Member Ed Talley. He stated that those who wish <br />to be recognized should state their name and address for the record. <br />Substitute Bill No. 72-06 Rezonin Re nest for 619 Colle a Street: <br />Council Member Kuspa called for a report from the Area Plan representative on <br />Substitute Bill No. 72-06 for the property located at 619 College Street. <br />Mark Lyons, a staff member of Area Plan reported that the request to zone from "SF2" <br />Single Family and Two Family Residential District to "LI" Light Industrial District received <br />a favorably recommendation by the Area Plan Commission at their November 27, 2006 <br />public hearing. <br />Henry Davis, the petitioner made the formal presentation. Mr. Davis stated that the <br />property is currently owned by WHJ, Inc. The property was formerly used as a church <br />rec center. <br />In response to a question from Council Member Pfeifer, Mr. Davis stated that there will <br />be approximately $60,000 of improvements for the outside which would include the <br />planting of tress. <br />Council Member Kuspa noted that he believes the petitioner will improve the property <br />2D0%. <br />Following discussion, Council Member Dieter made a motion, seconded by Council <br />Member White that Substitute Bill No. 72-06 be recommended favorably to Council. <br />The motion passed. <br />
