Public Works and Property Vacation Committee <br />2006 South Bend Common Council <br />The November 27, 2006 meeting of the Public Works and Property Vacation <br />Committee of the South Bend Common Council was called to order by its <br />Chairperson, Council Member David Varner at 4:28 p.m. in the Council's Informal <br />Meeting Room. <br />Persons in attendance included Council Members Dieter, Kelly, Varner, Kuspa, <br />Kirsits, Rouse, White, Pfeifer and Puzzello; Public Works Director Gary Gilot, <br />Citizen Community and Economic Development Director Sharon Kendall, City <br />Clerk Jahn Voorde, Building Commissioner Dan 1=aza, Mayor Stephen J. Luecke, <br />Public Works Director Gary Gilot, Phil Byrd, Jennifer Laurent, Attorney Ken <br />Fedder, Paul DeSharm, Paul Meyer, Attorney Richard Deahl, Jamie Loo of the <br />Soufh Bend Tribune and Kathleen Cekanski-Farrand, Council Attorney. <br />Dr. Varner noted that the Committee members include Council Members Pfeifer, <br />Dieter, Puzzello and himself and Kurt Youngs as a citizen member. <br />Dr. Varner called for a formal presentation on Bill Nos 80-06 and 83-06, both of <br />which received favorably recommendations from the Board of Public Works. <br />Mr. Paul Meyer, Executive Director of the South Bend Clinic noted that he, <br />Attorney Richard Deah[ and Paul DeSharm were present far the requested <br />vacations. Mr. Meyer stated that he previously provided information to the <br />Council on the proposed doubling in size of the South Bend Clinic. The <br />proposed vacations are necessary in order for this to occur. The Clinic will <br />increase from 104,000 square feet to 200,000 square feet, plus there will be a <br />multi-story garage. For the past nine (9) months there has been detailed <br />planning and very active involvement of the community. He thanked 4#h District <br />Council Member Puzzello for her involvement and input on this project <br />Mr. DeSharm of Marshall Erdman & Associates than highlighted portions of the <br />multi-page handout presented to the Committee (copy attached). He noted that <br />between 2,500 to 3,000 patients come to the clinic daily for appointments lasting <br />from 15 minutes to an hour. There plans are to make access as easy as <br />passible and all matters of public safety have been taken into consideration. <br />In response to a question from Council Member Dieter it was noted that the <br />owner of the home on Edmund Court lives in California. The property is held in <br />trust for his brother who has a disability and wishes to remain in his home. <br />
