September 25, 2006 Personnel and Finance Committee <br />Page 5 <br />Mayor Luecke stated that he would include Council Member Dieter on this special <br />committee. <br />Council Member White then made a motion, seconded by Council Member Kuspa that <br />the Park and Recreation funding as proposed by the Administration be recommended <br />favorably to Council and also be revisited within the next thirty (3D) days after a cost <br />analysis and alternatives report be given to the Council by the Mayor and his special <br />committee on the greenhouses. The motion passed. <br />Jan Michalski stated that she has a petition of over '1,400 signatures of which 825 are <br />South Bend residents in favor of the greenhouses and conservatories (copies attached). <br />She voiced "utter disbelief that these facilities which have been here for many <br />generations would be lost". She suggested that better programming should be <br />considered such as those in Fort Wayne which include butterflies, youth day camps, <br />trains, and "music in the gardens each 3~d Sunday of the month. She also suggested <br />that in addition to better programming that brochures promoting the <br />greenhouseslconservatories are needed in order that they be properly marketed. <br />Council Member Kuspa made a motion seconded by Dr. Varner that Bill No. 57-D6 with <br />the earlier conditions be recommended favorably to Council.
