Zoning and Annexation Committee <br />2006 South Bend Common Council <br />The August 14, 2006 joint meeting of the Zoning and Annexation Committee of <br />the South Bend Common Council was called to order by its Chairperson, Council <br />Member Ervin Kuspa at 3:00 p.m. in the Council's Informal Meeting Room. <br />Persons in attendance included Council Members Pfeifer, Kelly, Varner, Kuspa, <br />Kirsits, Rouse, Dieter, White and Puzzello; Citizen Member Ed Talley, Assistant <br />City Attorney Ann-Carol Nash, Citizen Member Martha Lewis, City Clerk John <br />Voorde, Robert Nemeth of Area Plan, Terry O'Brien, Michael Danch, Bill <br />Schalliol, Assistant Zoning Administrator Charles Bulot, Larry Gates, Steve Ellis <br />Jamie Loo of the South Bend Tribune and Kathleen Cekanski-1=arrand, Council <br />Attorney. <br />Council Member Kuspa noted that the Committee Members consist of Council <br />Members Kirsits, Dieter and White, and Citizen Member Ed Talley. <br />Bill No. 34-06: Rezoning of 1954_Prairie Avenue: <br />Council Member Kuspa called for a report from Area Plan on Bill No, 30-06 which <br />would amend the zoning for 1954 Prairie Avenue, located in the Stn District. <br />Robert Nemeth of Area Plan reported that a public hearing was held on July 18, <br />2006 before the Area Pian Commission for this 113 acre of property requested to <br />go from "LB" Local Business to "CB" Community Business. The Area Plan <br />Commission sends it to the Council with a favorable recommendation. Mr. <br />Nemeth noted that the rezoning would be consistent with the commercial activity <br />goals of the Rum Village Neighborhood Action Plan, and that it was unanimously <br />recommended favorably to the Common Council. <br />J. Bernard Feeney of Lang, Feeney & Associates, Inc., with offices at 715 South <br />Michigan in downtown South Bend made the formal presentation. He noted that <br />previously there was a volkswagon repair shop located at this address, which is <br />currently owned by Dr. Greg Ferro, who has his office in this neighborhood. Dr. <br />Ferro knows a mechanic who would like to locate at this location. The property <br />facing the residential area would be properly landscaped. <br />In response to a question from Council Member Kuspa, Mr. Feeney stated that <br />the fencing would be properly upgraded. <br />Following discussion, Council Member Kirsits made a motion, seconded by <br />Council Member Dieter that Bill No. 30-06 be recommended favorably to Councii. <br />The motion passed. <br />
