Any <br />facilities necessa for compliance shall be provided, operated, and <br />maintained at the User's expense. Detailed plans describing such facilities <br />and operating procedures shall be submitted_ to the or its designee <br />for review, and no construction of such facilities shall be commenced until <br />the User is notified in writing that the plans are acceptable. The review of <br />such plans and operating rocedures shall in no way relieve the User from <br />the responsibility of modifying such facilities as necessary to produce a <br />discharge acceptable to the City under the vrovisions of this Division. All <br />facilities necessary for compliance shall be subject to periodic inspection <br />by the City to determine that such facilities are being operated in <br />conformity with applicable Federal, State and local law. owner shall <br />maintain operating records of _ the influent and effluent to show the <br />performance of the treatment facilities and for comparison , against City_ <br />monitoring records. <br />0 Whenever deemed necessary, the Director may require Users to <br />designate that certain wastewater be discharged only into specific sewers, <br />relocate and/or consolidate _points of discharge,_ separate sewage <br />
