No User shall ever increase the use of process water, or <br />in anyway attempt to dilute .a discharge as a partial or complete substitute for <br />adequate treatment to achieve compliance with a discharge limitation unless <br />expressly authorized by an gpvlicable Pretreatment Standard or Requirement. <br />The Director may impose mass limitations on Users who are using dilution to <br />meet l placable Pretreatment Stand rds or riaqui,rements or in other„ cases when <br />the imposition of mass limitations <br />_ <br />(h) Right of Revision. The Ci reserves the right to establish by-ordinance or in <br />individual wastewater discharge permits, more stringent Standards or <br />Requirements on discharges to the POTW consistent with the puMose of this <br />Division. <br />(�} E ui meet Maintenance. When a discharger is required to provide <br />preliminary treatment, including interceptors or flow equalization facilities, such <br />equipment shall be maintained by the discharger in satisfactory operating <br />condition as determined by the Board of Public Works or its designee. <br />(f)o) Control Manhole. When required by the Director, the owner of any <br />property serviced by a building sewer carrying industrial non - residential wastes <br />shall install a suitable control manhole, together with such necessary meters and <br />other appurtenances in the building sewer, to facilitate observation, sampling and <br />measurement of the wastes. Such manhole, when required, shall be accessibly <br />and safely Iocated, and shall be constructed in accordance with plans approved by <br />the Director. The manhole shall be installed by the owner at his expense, and <br />24 <br />MMA <br />(�} E ui meet Maintenance.
