Councilmember Puzzello made a motion to pass this bill. <br />Councilmember Dieter seconded the motion which carried. The bill passed by a roll call <br />vote of eight (8) ayes. <br />ORDINANCE NO. 9717-06 AN ORDINANCE OF THE COMMON <br /> COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA TRANSFERRING <br /> $80,000 AMONG VARIOUS ACCOUNTS <br /> WITHIN FUND 212 “COMMUNITY <br /> DEVELOPMENT” IN THE <br /> DEPARTMENT OF COMMUNITY AND <br /> ECONOMIC DEVELOPMENT <br />This bill had third reading. The bill passed by a roll call <br />vote of eight (8) ayes. <br />RESOLUTIONS <br />RESOLUTION NO. 3657-06 A RESOLUTION OF THE COMMON <br /> COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, APPROVING AND <br /> ADOPTING CITY PLAN, A TWENTY- <br /> YEAR COMPREHENSIVE PLAN FOR <br /> THE CITY OF SOUTH BEND <br />WHEREAS, the State of Indiana has enacted I.C. 36-7-4-500 to establish <br />standards for developing comprehensive plans “for the promotion of public health, safety, <br />morals, convenience, order, or the general welfare and for the sake of efficiency and <br />economy in the process of development;” and <br />Comprehensive Plan for South Bend and St. Joseph <br />WHEREAS, in 2002, the <br />County <br /> was adopted by the Area Plan Commission of St. Joseph County and the <br />respective legislative bodies of the City of South Bend and St. Joseph County, and is a <br />broad framework for countywide resources and development patterns and proposes that <br />municipalities within the County develop more detailed comprehensive plans; and <br />WHEREAS, Mayor Stephen J. Luecke appointed community volunteers to form a <br />Civic Alliance to oversee an extensive and inclusive public planning process developed <br />and administered by the Department of Community and Economic Development, <br />Division of Community Development; and <br />WHEREAS, thousands of community members have participated in the planning <br />process since October 2003 and resulting from this planning process, the City of South <br />City Plan <br />Bend has prepared a comprehensive plan, called , to guide decision-making on <br />growth and development for the City of South Bend over the next twenty years; and <br />City Plan <br />WHEREAS, contains a 20-year Vision with Goals, Objectives, and <br />Policies for ten planning topic areas, and an Implementation Action Plan to aid the City <br />13 <br /> <br />
