Rouse <br /> Member of the Common Council <br />Mr. Dale DeVon, owner, DeVon Custom Homes, Inc., 14254 Wynstone Ct., Granger, <br />Indiana, made the presentation on behalf of the owners Mark A. and Ruth M. Noll. <br />Mr. DeVon advised that Mark A. and Ruth M. Noll intend to construct a new, two story <br />residential dwelling of 2,360 square feet with approximately eight (8) rooms, a two-car <br />garage and half-finished basement. The home will be constructed on a vacant lost as part <br />of the Northeast Neighborhood Redevelopment Project. The estimated cost of the project <br />will be $350,000. <br />A Public Hearing was held on the Resolution at this time. <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this Resolution, Councilmember Varner made a motion to adopt this <br />Resolution. Councilmember Kelly seconded the motion which carried and the Resolution <br />was adopted by a roll call vote of nine (9) ayes <br />RESOLUTION NO. 3646-06 A RESOLUTION OF THE COMMON COUNCIL <br /> OF THE CITY OF SOUTH BEND, INDIANA, <br /> FORMALLY DESIGNATING THE NATIONAL <br /> MANAGEMENT SYSTEMS (NIMS) AS THE <br /> BASIS FOR ALL INCIDENT MANAGEMENT IN <br /> THE CITY OF SOUTH BEND, INDIANA <br />Whereas, the Common Council of the City of South Bend, Indiana, recognizes <br />that the Homeland Security President Director (HSPD)-5, directed the Secretary of the <br />Department of Homeland Security to develop and administer a National Incident <br />Management System which would provide a consistent nationwide approach for federal, <br />state and local governments to work more effectively and efficiently to prepare for, <br />prevent, respond to, and recover from domestic incidents, regardless of cause, size or <br />complexity; and <br />Whereas, the Common Council further recognizes that the collective input and <br />guidance from all federal, state, and local homeland security partners has been, and will <br />continue to be vital to the effective implementation and utilization of a comprehensive <br />national incident management system (NIMS); and <br />Whereas, it is necessary and desirable that all federal, state and local emergency <br />agencies and personnel coordinate their efforts to effectively and efficiently provide the <br />highest level of incident management; and <br />Whereas, to facilitate the most efficient and effective incident management it is <br />critical that federal, state and local organizations utilize standardized terminology, <br />standardized organizational structures, interoperable communications, consolidated <br />action plans, unified command structures, uniform personnel qualifications standards, <br />uniform standards for planning, training, and exercising, comprehensive resource <br />management, and designated incident facilities during emergencies or disasters; and <br />Whereas, the NIMS standardized procedures for managing personnel, <br />communications, facilities and resources will improve the city’s ability to utilize federal <br />funding, to enhance local agency readiness, to maintain first responder safety and will <br />help streamline incident management processes; <br />23 <br /> <br />
