Decks <br /> and garages must be located and oriented to the rear of the <br /> structure. <br /> (iii) Front doors must be a prominent and welcoming feature on the <br /> primary street facade of the unit. <br /> (iv) Porch handrails should be constructed primarily of painted wood, <br /> wrought iron or painted aluminum to comply with South Bend <br /> Building Codes. Perforated metal, stainless steel cables, and <br /> unfinished metal mesh are prohibited <br /> (v) Open bottoms of porches are prohibited. Porch bases must be <br /> continuously skirted with a painted wood lattice panel, masonry, <br /> concrete or similar material to the primary building. <br /> (F) Multi-Family Residential Lighting <br /> (1) Building lighting must be integrated into the design of the building <br /> and reflect the character of the neighborhood. <br /> (ii) Building lighting should be attached to the fagade of the building. <br /> Uplights and floodlights that are not security lights on residential <br /> buildings or facades are prohibited. <br /> (iii) Building lighting must minimize glare and light intrusion on <br /> adjacent residential properties. <br /> (G) Multi-Family Residential Mechanical Equipment and Utilities <br /> (i) Exposed mechanical equipment and utilities must be appropriately <br /> screened from view whenever possible. Locating utilities <br /> underground whenever possible is strongly recommended. <br /> (ii) Exposed mechanical equipment must not be located along primary <br /> and secondary street frontages. <br /> (iii) Any rooftop mechanical equipment must be located in the center or <br /> rear corner of a building, away from the primary street elevation. <br /> (iv) Rooftop mechanical equipment must be screened by the roof form. <br /> When the roof form cannot hide such equipment, a solid screen <br /> must be constructed of materials similar to those of the primary <br /> fagade. <br /> 19 <br />
